Staff recommends Council award a professional consultant agreement to TRC Solutions, Inc of Windsor, Connecticut with offices in Fresno, California for $147,221 plus a not-to-exceed contingency amount of $10,000, to develop a zero-emission vehicle transition plan for the municipal fleet and facilitate compliance with the California Air Resources Board Advanced Clean Fleet Regulation.

 

EXECUTIVE SUMMARY

 

The California Air Resource Board (CARB) adopted the Advanced Clean Fleets regulation on April 28, 2023, mandating the transition of medium and heavy-duty fleet vehicles to zero-emission. The General Services Department is seeking a consultant to develop a zero-emission vehicle transition plan to establish a pathway to compliance and plan for the transition of the medium and heavy-duty fleet. The transition plan will identify infrastructure needs, cost implications, financing strategies, available grid capacity, and workforce development training. Moreover, the transition plan will prepare the city for the implementation of CARB’s Advance Clean Cars II rule, which eliminates the sale of all new internal combustion engine vehicles in the year 2035.

 

BACKGROUND

 

The General Services Department, Fleet Management Division is responsible for procurement, maintenance, and repairs of all municipal vehicles and equipment. Maintenance is performed on a diverse 2,600-unit fleet ranging from patrol cars to refuse trucks, electric carts to large construction vehicles. Additionally, the Fleet Management Division is responsible for operating and maintaining nine fuel stations, servicing citywide emergency generators, and disposing of vehicles at the end of their life cycles.

 

CARB is a state organization and primary agency for climate change programs. CARB oversees and enforces all air pollution control efforts in California. With the transportation industry being the most emission heavy in the state of California, Governor Newsom in conjunction with CARB have established goals to achieve 100% zero-emission vehicle sales for passenger cars and trucks by 2035, and medium and heavy-duty trucks by 2045. To drive this initiative, CARB has passed key regulations including Advanced Clean Fleets, Advanced Clean Cars II, and Advanced Clean Trucks to help transition California into a carbon neutral state.


The Fleet Management Division is requesting support to develop a comprehensive transition plan for zero-emission vehicles and equipment. The plan will contain an assessment of existing fleet vehicles and recommendations of zero-emission replacements in all vehicle classes. Additionally, it will identify infrastructure needs, cost implications, financing strategies, available grid capacity, and workforce development training.

 

Solicitations for competitive bids for zero-emission fleet vehicle transition planning services were advertised on March 29, 2023. On May 9, 2023, nine bids were received at the public bid opening. TRC Solutions Inc of Windsor, Connecticut was determined to be the most qualified bidder with a price of $147,221.  General Services Departments requests approval to add a not-to-exceed contingency of $10,000 to address evolving compliance requirements within the various zero-emission regulations. City Attorney has approved the contract as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378, the award of this contract does not qualify as a project.

 

LOCAL PREFERENCE

 

Local preference is applicable to this award and TRC Solutions is a local business.

 

FISCAL IMPACT

 

No general funds will be used to cover the cost of this contract. The funding to cover the consultant cost has been included in the FY2024 adopted budget under the operations of the General Services Department, Fleet Management Division.
