Staff recommend that the City Council adopt the 587th amendment to the Master Fee Schedule Resolution No. 80-420 to establish facility reservation fees for Mariposa Plaza in the Parks, After School, Recreation, and Community Services Department (PARCS). 

 

EXECUTIVE SUMMARY

 

The attached Resolution to adopt the 587th amendment to the Master Fee Schedule (MFS) Resolution No. 80-420 will establish facility reservation fees for Mariposa Plaza.

 

BACKGROUND

 

On August 10, 2023, the City Council awarded a construction contract for the Mariposa Plaza Renovations project as part of the approved Master Grant Agreement with the Strategic Growth Council Transformative Climate Communities (TCC) Grant Program. Renovations to Mariposa Plaza include tree planting, landscaping, lighting, installation of permeable paving, two stages, a shade structure, and associated utilities. Mariposa Plaza is a PARCS asset and will be maintained by the PARCS Department.

 

Completion of construction is anticipated for Summer 2025. Renovations allow capacity for special events. The proposed amendments will establish fees in the MFS for Mariposa Plaza include:

 

                     Adding new fees for the rental of the facility, rental deposit, and cleaning.

 

                     Increase the existing event staffing fee from $31 to $35 and expand the fee to include all venues citywide, including Mariposa Plaza.

The proposed facility reservation fee will be used to cover the increased costs for PARCS staff to inspect (before and after each event) and prepare the space for reserved events. The event staffing fee will cover Special Events staff time associated with larger events.   Staff propose that facility rental fees be administratively adjusted each year on January 1st to reflect the twelve-month percentage change in the U.S. Bureau of Labor Statistics Consumer Price Index (CPI) (Urban Wage Earners and Clerical Workers for San Francisco-Oakland-Hayward area), for the most current month that data is available and consistent with other fees in the MFS. 

 

Per the Measure P ordinance, PRAC is required to review, and make recommendations to the Mayor and City Council on fees related to parks, trails, and open space. The PARCS Department’s proposed amendment to the MFS was presented to the Parks, Recreation, and Arts Commission (PRAC) on May 27, 2025. PRAC voted 5-0 in support of the proposed amendment as listed in the redlined attachment to this item.

 

The PARCS Department is proposing to adopt the master fee schedule amendment as outlined in the attached MFS redline and summary. Fees shall become effective upon final approval. The City Attorney’s Office and the Budget and Management Studies Department have reviewed this item.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to the definition in California Environmental Quality Act Guidelines Section 15378, the proposed changes to the MFS are not a “project.”

 

LOCAL PREFERENCE

 

Local preference was not implemented as this item does not include a bid or award of a construction or service contract. Local preference is not applicable to this item.

 

FISCAL IMPACT

 

The revised fee structure will generate approximately $79,280 in revenue for Mariposa Plaza. The effective date of this amendment will be upon adoption of the fees.
