Staff recommends the City Council adopt the 31st Amendment to the Annual Appropriation Resolution No.2023-185 to appropriate $223,100 into the PARCS Department budget to fund the Bicycle and Pedestrian Safety Program.

 

EXECUTIVE SUMMARY

 

The PARCS Department has been awarded $223,130 by CA OTS to continue its Bicycle and Pedestrian Safety Program. Staff are seeking an amendment to the Annual Appropriation Resolution to incorporate grant funding into the PARCS budget for the grant performance period of October 1, 2023 through September 30, 2024.

 

BACKGROUND

 

Bicycle and pedestrian safety education has been identified as an important safety strategy in the City of Fresno Active Transportation Plan (2017). Safety education has also been identified as a priority by the City of Fresno Active Transportation Advisory Committee (formerly Bicycle and Pedestrian Advisory Committee). The PARCS Department annually seeks Federal grant funding from CA OTS to support bicycle and pedestrian safety education efforts which include educational booths, bicycle safety clinics or “bike rodeos”, after school activities and community events. In December 2022, CA OTS released a grant solicitation for the period from October 1, 2023 through September 30, 2024.

 

On January 19, 2023, the City Council authorized the PARCS Department to apply for grant funding from CA OTS to fund the City of Fresno’s Bicycle and Pedestrian Safety Program for personnel, training and materials costs including crossing guard kits for local schools; an educational display; and helmets, safety lights, reflectors and reflective bands to be distributed to the community. The grant application was successful, and the PARCS Department has been awarded $223,130 on a reimbursement basis for grant-eligible activities for the grant performance period of October 1, 2023 through September 30, 2024.

 

The PARCS Department requests that City Council approve the 31st Amendment to the Annual Appropriation Resolution 2023-185 to appropriate $223,100 into the PARCS Department budget to fund grant activities, to be reimbursed by CA OTS upon demonstration of performance.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purpose of CEQA.

 

LOCAL PREFERENCE

 

Local preference is not included because this resolution does not include a bid or award of a construction or service contract.

 

FISCAL IMPACT

 

Adoption of the 31st Amendment to AAR No. 2023-185 will increase appropriations in the PARCS Department by $223,100. Program expenses are grant reimbursable and revenue will offset expenditures. There will be no impact to the City’s general fund.
