SUBJECT
Title
Reject all proposals of a two-year base contract, with options for three one-year extensions, Requirements Contract for High Pressure Water Blast for Rubber Removal on Runway and Centerline Surfaces at Fresno Yosemite International Airport (RFP No. 12501969) (Council District 4).
Body
RECOMMENDATION
Staff recommends that Council reject all proposals of a two-year requirements contract, with options for three one-year extensions, for High Pressure Water Blast for Rubber Removal on Runway and Centerline Surfaces at Fresno Yosemite International Airport (RFP No. 12501969).
EXECUTIVE SUMMARY
The Airport solicited proposals from qualified vendors for the High-Pressure Water Blast for Rubber Removal on Runway and Centerline Surfaces at Fresno Yosemite International Airport (FAT). Three bidders submitted proposals in the RFP process.
The committee recommends rejecting all bids for this RFP and conducting a new RFP process. The vendors that applied during this round of bidding are welcome to submit their proposals again.
BACKGROUND
The Airport issued the Request for Proposals (RFP) through Purchasing, and it was advertised locally and nationally on March 28, 2025, seeking proposals from qualified vendors who can complete the High-Pressure Water Blast for Rubber Removal on Runway and Centerline Surfaces at Fresno Yosemite International Airport. Bids were due on April 29, 2025.
The Airport advertised on Planet Bids on March 28, 2025. At the conclusion of the RFP opening, three proposers submitted proposals as follows:
1. CR Contracting, LLC.
2. KR Surface Industries
3. UA Mobile Wash
After making great effort in examining the proposals against the criteria, the Selection Committee determined that deficiencies within the RFP caused the proposed costs to be accurate. Further review determined that key information regarding proper disposal of water and other debris was unintentionally omitted from the RFP, thus causing the proposed costs to be inaccurate. As such, the Selection Committee has recommended that all proposals be rejected.
LOCAL PREFERENCE
Local preference is not applicable because this action is to reject all bids.
ENVIRONMENTAL FINDINGS
CEQA is not triggered as all bids are being rejected, and a new RFP will be issued. No environmental compliance actions are necessary at this time.
FISCAL IMPACT
There is no impact to the General Fund from this action.
