RECOMMENDATION
Staff recommends City Council approve the 63rd Amendment to the Annual Appropriation Resolution 2024-122 to increase the FY 2025 Amended Budget by $1,239,900 to fund expenditures projected above the FY 2025 Adopted Budget.
EXECUTIVE SUMMARY
The Fire Department is requesting to increase their FY 2025 Adopted Budget to fund expenditures that will exceed current appropriations by fiscal year end. The excess expenditures are personnel related regarding the attrition target, as well as mid-year reclassifications.
BACKGROUND
The Fire Department is estimated to exceed the FY 2025 Adopted General Fund budget by $1,239,900. The excess expenditures are personnel related regarding the attrition target, as well as mid-year reclassifications.
Regarding the attrition target, for FY 2025, Fire Department attrition was budgeted at $999,900. However, it was contemplated at the time the budget was adopted that the attrition target would be challenging to meet due to minimum staffing requirements. It is now projected that this target will not be met.
Additionally, there were six sworn positions that required reclassification during the FY 2025 fiscal year. The additional personnel costs for these reclassifications was not included in the adopted FY 2025 budget and account for the remaining $240,000 in excess personnel costs.
Approval of this AAR will allow the Department to continue to meet operational needs for the remainder of FY 2025.

This item is not a project pursuant to CEQA guidelines Section 15378.
LOCAL PREFERENCE
Local preference was not implemented because this item is not an award of a construction or services contract.
FISCAL IMPACT
Approval of the 63rd Amendment to the Annual Appropriation Resolution No. 2024-122 will increase Fire Department General Fund appropriations by $1,239,900 and provide adequate funding for the remainder of the fiscal year.
