REPORT TO THE CITY COUNCIL
FROM: GEORGEANNE A. WHITE, City Manager
Office of Mayor and City Manager
DOUGLAS T. SLOAN, City Attorney
City Attorney’s Office
SUBJECT
Title
***RESOLUTION - Adopt the Nineteenth Amendment to FY 2022 Salary Resolution No. 2021-176, amending Exhibit 2, Unit 2, Non-Represented Management and Confidential Classes to increase the maximum of the salary range by ten percent for respective job classifications (Subject to Mayor’s Veto)
Body
RECOMMENDATION
It is recommended Council approve the Nineteenth Amendment to the Salary Resolution No. 2021-176 to increase the maximum of the salary range by ten percent for classifications in Exhibit 2, Unit 2, effective May 26, 2022.
EXECUTIVE SUMMARY
It is recommended that Council approve the Nineteenth Amendment to the Salary Resolution to increase the maximum of respective salary ranges for classifications in Exhibit 2 to assist the City with retaining and recruiting qualified management and confidential employees and to mitigate compaction with classes in bargaining units that have received scheduled across-the-board wage increases through a successor Memorandum of Understanding. Amending the maximum of Exhibit 2 salary ranges will not result in an across-the-board increase for employees in Unit 2. This amendment applies to all classes in Unit 2, including Charter Officials and their deputies, other staff working in the City Attorney’s Office and the City Clerk’s Office, and job classes working for elected officials.
BACKGROUND
The salary ranges for all classifications in Exhibit 2 were last updated in the Fiscal Year 2020 Salary Resolution and became effective July 1, 2019. Due to the COVID-19 pandemic and accompanying revenue uncertainty that began in March of 2020, the salary ranges for classifications in Exhibit 2 were not updated in either the Fiscal Year 2021 or Fiscal Year 2022 Salary Resolutions. Increasing the maximum of each salary range in Exhibit 2 will enable the City to be more competitive in the labor market to assist with recruitment and retention of management and confidential employees, and alleviate compaction with bargaining units that have received across-the-board wage increases as required by successor Memoranda of Understanding.
The City Attorney’s Office has approved the Salary Resolution amendment as to form.
