Approve the extension of the requirements contract with Calgon Carbon Corporation, to extend two one-year extensions, for an annual amount of $1,194,460.10 and a total contract amount not to exceed $5,972,300.50 for the continued delivery and management of Granular Activated Carbon (Bid File 9625) (Citywide).

RECOMMENDATION
Staff recommends that the City Council approve the extension of the requirements contract with Calgon Carbon Corporation (Calgon) for an annual amount of $1,194,460.10, exercising two one-year extensions. This action would establish a total contract amount not-to-exceed $5,972,300.50. The contract covers the delivery, installation, removal, and destruction or regeneration of Granular Activated Carbon (GAC). Staff further recommends authorizing the Purchasing Manager to execute the extension on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
The Department of Public Utilities - Water Division utilizes Granular Activated Carbon (GAC) as a vital component of the City’s water treatment process to meet state and federal drinking water standards. GAC is used to remove regulated contaminants from both groundwater and surface water sources, ensuring the delivery of safe, high-quality drinking water to residents throughout the City.
Staff recommends exercising both one-year extension options and establishing a total not-to-exceed contract amount of $5,972,300.50 to maintain uninterrupted access to GAC and ensure the continued operation of water treatment systems. This action does not alter the original contract terms or scope and supports the City’s ongoing commitment to regulatory compliance, water quality, and public health protection.
BACKGROUND
The Department of Public Utilities - Water Division currently operates 40 active GAC vessels at water well sites throughout the City, with some locations treating more than one municipal groundwater well. Several inactive municipal wells are also expected to return to service and will require new or expanded GAC treatment capacity. GAC is widely regarded as the best available technology for removing 1,2-Dichloroethane, 1,2-Dibromo-3-chloropropane, and 1,2,3-Trichloropropane from drinking water. In addition to groundwater treatment, GAC is used in large quantities at the City’s Surface Water Treatment Facilities to ensure compliance with drinking water quality standards.
To support this program, the City issued a Notice Inviting Bids on January 5, 2022. Bid notifications were sent to four regional building exchanges, and specifications were distributed to 19 prospective bidders. The bid opening occurred on February 1, 2022, with Calgon submitting the lowest responsive and responsible bid in the amount of $1,194,460.10.
On May 12, 2022, staff recommended, and the City Council approved, a three-year requirements contract with Calgon in the annual amount of $1,194,460.10, with provisions for up to two additional one-year extensions. The contract covers the delivery, installation, removal, and destruction or regeneration of GAC throughout the City’s water treatment system. The original agreement did not establish a total not-to-exceed contract amount.
Staff recommends approving the extension of the requirements contract with Calgon, exercising both one-year extensions and establishing a total not-to-exceed contract amount of $5,972,300.50. This action does not modify the contract’s original terms or scope. The City Attorney’s Office has reviewed the extension and approved it as to form. Upon Council approval, the contract extension will be executed by the Purchasing Manager.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378, this
item does not qualify as a “project” and is therefore exempt from the California Environmental Quality
Act requirements.
LOCAL PREFERENCE
Local preference provisions do not apply to this item, as they pertain to a previously awarded contract. The original contract was awarded in accordance with all applicable procurement requirements, including consideration of local preference at the time of bidding.
FISCAL IMPACT
This expenditure does not impact the General Fund, as it is funded through appropriations within the Water Enterprise Fund operating budget.
