EXECUTIVE SUMMARY
The Public Works Department seeks City Council’s approval for a Second Amendment to the Professional Consulting Services Agreement with TJKM Transportation Consultants related to the City’s Active Transportation Plan (ATP) Update. The Amendment is to allow for additional services to revise the ATP documents to reflect the recent street name change of Cesar Chavez Boulevard to California Avenue, Ventura Street, and Kings Canyon Road. The Second Amendment is for an increase in budget and term, for a total agreement amount of $420,560 and a term effective until September 30, 2026.
BACKGROUND
On November 16, 2023, the City entered into an agreement with TJKM Transportation Consultants to update the previous Active Transportation Plan in the amount of $398,000, with a term effective until December 31, 2025.
On December 8, 2025, the City entered into First Amendment to the consultant agreement to extend the contract for an additional six months, effective until June 30, 2026, to ensure the completion of services. The First Amendment did not include an increase in the budget.
On April 23, 2026, the Council unanimously voted to revert Cesar Chavez Boulevard (CCB) to its previous street names of California Avenue, Ventura Street, and Kings Canyon Road. To have an updated and accurate ATP, the Consultant must revise all ATP documents for reference to CCB. Both the original Contract Agreement and First Amendment did not include budget or time for CCB street name change. This Second Amendment is for the cost and time associated with the additional services needed to update the report text, map exhibits, graphics, and appendices to change the street name from Cesar Chavez Boulevard to California Avenue, Ventura Street, and Kings Canyon Road.

ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract amendment does not qualify as a “project”.
LOCAL PREFERENCE
Local preference was not implemented, as this is an extension to a previously awarded consultant agreement.
FISCAL IMPACT
The funding source for this project is through Measure C Flexible Funds.
