RECOMMENDATION

 

Staff recommends that the City Council authorize the City Manager, or their designee, to approve the First Amendment to the Service Contract with Turbo Data Systems, Inc., increasing the contract amount by $494,954.00, for a total not to exceed $1,003,594. This amendment will utilize funds previously approved and appropriated by the City Council and will allow for continued citation processing services throughout the end of the current contract term, April 22, 2027.

 

EXECUTIVE SUMMARY

 

In 2016, the City entered into a three-year services agreement with Turbo Data System,s Inc. (TDS) for citation processing services, with an initial not-to-exceed amount of $508,640 and with the option for four two-year extensions. Since then, TDS has supported the Parking Division with reliable, technology-driven tools including digital adjudication, real-time enforcement access, and integrated online payment systems. The City extended the agreement in 2022 and continues to rely on these services to streamline operations and enhance customer access.

 

The proposed amendment reflects actual and anticipated costs for the duration of the contract and adds $494,954 of previously approved and appropriated funds. This adjustment brings the contract total to $1,003,594 and ensures uninterrupted continuation of citation services through April 22, 2027.

 

 

BACKGROUND

 

In April 21, 2016, the City entered into a three-year services contract with Turbo Data Systems, Inc. to manage parking citation processing with the option for four two-year extensions. The original agreement, approved by Council, had a not-to-exceed amount of $508,640. Since then, TDS has proven to be a valuable vendor, helping the Parking Division streamline enforcement, improve customer access to citation services, and enhance revenue collection.

 

Turbo Data Systems has provided enforcement tools that integrate with pay-by-phone and pay-by-space platforms, improving compliance and reducing citation disputes. Their platform has allowed the Parking Division to shift focus toward higher-priority enforcement, improve public service delivery, and maintain operational efficiency.

The requested amendment does not involve new services or scope changes. It solely aligns the contract with projected expenditures, funded through existing appropriations in the Parking Division’s budget.

 

TDS has consistently provided the City of Fresno with a high-quality, adaptable solution for parking citation processing and mobile enforcement. Their continued dedication to innovation, customer service, and revenue performance makes them the best choice to continue this critical service. Staff recommends that the City Council approve the First Amendment to the agreement, allowing for increased funding and the continuation of services.

 

The proposed amendment adds $494,954.00 of previously approved and appropriated funds to the agreement, bringing the total not-to-exceed amount to $1,003,594. This amendment will ensure that Turbo Data Systems, Inc., services can continue uninterrupted, through the full term of the contract, currently set to expire on April 22, 2027.

 

ENVIRONMENTAL FINDINGS

 

Staff has determined this project is exempt under CEQA Guideline 15301 Class 1, which provides exemption for the operation, repair, maintenance, permitting, leasing, licensing, or other minor alteration of existing public structures and facilities, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The proposed requirements contract is within the Class 1 exemption because it involves negligible or no expansion of use of facilities or structures.

 

LOCAL PREFERENCE

 

Local preference did not affect the award of this requirements contract since none of the proposers qualify for the local business preference according to the Fresno Municipal Code Section 4-108(a).

 

FISCAL IMPACT

 

The services will be funded with existing appropriations in the Parking Division’s budget.
