RECOMMENDATIONS

 

The Department of Public Utilities (DPU) recommends that the Fresno City Council approve an amendment to the contract with Parsons Water and Infrastructure, Inc. in the amount of $209,524 for additional engineering services for the design of a new Recycled Water Pump Station (RWPS) for the Tertiary Treatment and Disinfection Facility at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF).

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Wastewater Management Division has in place a professional engineering services contract for the design of advanced treatment at the RWRF that provides the treatment necessary to use recycled water to offset potable water use in order to meet the recommendations of the City’s Recycled Water Master Plan.  Approval of the amendment to Parsons’ contract would allow the design of the RWPS to proceed in order to incorporate this work in the ongoing construction contract for the TTDF.

 

BACKGROUND

 

In August 2010 (and amended in April 2012 and August 2013), the City entered into a consultant services agreement with Parsons Water and Infrastructure, Inc. for the design of the Tertiary Treatment and Disinfection Facility (TTDF), located at the RWRF.  Because the Recycled Water Distribution System had not been developed at the time, the Recycled Water Pump Station was omitted from the Parsons design scope.  Construction of the TTDF began in December 2015.  In July 2013, design of the multi-phased Recycled Water Distribution System began.  Construction of the first phase of the distribution system will begin in October 2015.  Recycled water delivery will begin October 2016.  With downstream recycled water routing and pipe design now completed, design of the RWPS can proceed.  The design of this pump station is part of the scope of the design services Parsons was originally selected for in connection to the TTDF.  Because of the lack of clearly defined scope, the decision was made to exclude the design of the pump station under the original consultant services agreement.  The TTDF design included the pump wet wells, electrical and control conduit, as well as housekeeping pads.  This scope includes the specification of the actual pumps and motors along with the variable frequency drives and discharge piping needed to bridge the gap between treatment and the distribution system.  The estimated cost of constructing the RWPS is $1,412,000 with the equipment and materials contributing more than half of this figure. 

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this agreement does not meet the definition of a “project” for the purposes of CEQA.

Local preference was not applicable this item is an amendment to an existing contract

 

FISCAL IMPACT

 

This project, located in Council District 3, is identified in the five-year capital improvement plan and included in the five year financial model and will not impact the General Fund.  Funds were budgeted in FY15 but were not encumbered because the design of the Recycled Water Distribution System design was not complete enough to define the scope of work for the pump station.  Funds are available in the 40501 sewer enterprise fund and will be budgeted through the adoption of the AAR.  The fiscal impact of this contract will be $209,524.
