RECOMMENDATION

 

It is recommended Council (1) approve the attached successor Memorandum of Understanding (MOU) to implement wages, hours and other terms and conditions of employment for City employees in Unit 11 - represented by FAPSOA; and (2) adopt the First Amendment to FY 2027 Salary Resolution No. 2026-157 to amend Exhibit 11.

 

EXECUTIVE SUMMARY

 

The City and the Fresno Airports Public Safety Officers’ Association reached a tentative agreement on a successor MOU which will replace the MOU that expired on June 14, 2026. The MOU provides for an agreement from June 15, 2026 through December 26, 2027, increases to wages, and other changes in terms or conditions of employment.

 

Upon Council approval of the First Amendment to the FY27 Salary Resolution, Exhibit 11 of the FY27 Salary Resolution will be updated to reflect the amended Exhibit 11 as approved by Council.

 

BACKGROUND

 

The City and the Fresno Airports Public Safety Officers’ Association, FAPSOA (Unit 7) started meeting in June 2026 to work towards reaching agreement on a successor MOU. The parties reached a tentative agreement on June 22, 2026.

 

Significant changes to the MOU are summarized below.

                     Term: June 15, 2026 through December 26, 2027.

                     Salaries: FY27: 3% base rate of pay increase, effective the first full pay period following Council approval.

                     Supplemental Sick Leave: Updated language to reflect the current practice of placing remaining balance into the employee’s HRA account should they qualify at the time of retirement.

                     Premium Pays: Reformatting of sections and clarifying the ability to stack premium pays, including who is eligible for night shift premium pay.

                     Work Schedules: Removing old language about both parties meeting on shift sign up and rotation and adding that shift selection shall be bi-annually to be effective on the beginning of the pay period that encompasses January 1 and July 1.

 

In addition to the above, there was language clean up throughout the MOU.

 

The City Attorney’s Office has approved the new MOU and Salary Resolution Amendment as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.

 

LOCAL PREFERENCE

 

Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.

 

FISCAL IMPACT

 

Approval of the MOU and Salary Resolution Amendment will result in estimated additional salary and benefit expenses of $0 to the General Fund and $74,778 to All Funds in FY27; $0 to the General Fund and $47,586 to All Funds in FY28; for a total of $0 to the General Fund and $122,364 to All Funds for the term of the MOU, which expires December 26, 2027.
