RECOMMENDATION
 
It is recommended that the City Council adopt the Fiscal Year 2016 Salary Resolution.
 
EXECUTIVE SUMMARY
 
The proposed Fiscal Year 2016 Salary Resolution reflects language pertaining to the calculation of final compensation of the retirement benefit for employees in Exhibit 2 participating in the Executive Pay Range Plan; new provisions for the accumulation and use of sick leave in accordance with AB1522, Healthy Workplace Healthy Families Act of 2014; salary adjustments which have been negotiated with respective bargaining units; clarification and modification of existing provisions; and minor housekeeping items.
 
BACKGROUND
 
The Salary Resolution of the City of Fresno establishes rules for the application of City employee compensation rates and schedules and related requirements, as well as exhibiting the monthly compensation rates which have previously been authorized by the City Council in resolutions of Memoranda of Understanding.  Attached is the proposed Salary Resolution for Fiscal Year 2016.
 
Following is a summary of changes incorporated in the proposed Fiscal Year 2016 Salary Resolution:
 
A.      Narrative Section - Changes made to reflect the manner of calculating final compensation of the retirement benefit for employees in Exhibit 2 (Non-Represented Management and Confidential Classes) participating in the Executive Pay Range Plan who separate from City service on or after July 1, 2015.  Beginning July 1, 2015, such employees who separate service and elects to remain a member of the Retirement System shall have their retirement compensation earned at the time of separation indexed with the Consumer Price Index.
 
B.      Narrative Section - Modifications to reflect provisions set forth in AB1522, Healthy Workplace Healthy Families Act of 2014, which was enacted to be effective July 1, 2015, as they pertain to the accumulation of Paid Sick Leave for temporary employees, and the usage of sick leave for temporary employees and permanent employees in Exhibit 2.  AB1522 requires employees who have worked 30 or more calendar days within a year to have paid sick leave at the rate of at least 24 hours or 3 days per year.
 
C.      In Exhibit 2- The minimum of the E7 and E 8 salary ranges have been modified to provide parity with salary ranges in Exhibit 14.  In addition the classifications of Economic Development Coordinator and Governmental Affairs Manger have been reassigned to the E 9 salary range.
 
D.      In Exhibit 8 - The salary rate for Student Bus Driver has been modified in order to maintain the relationship with the Bus Driver classification.
 
The City Attorney's Office as approved the FY 2016 Salary Resolution as to form.

FISCAL IMPACT
 
Adoption of the Salary Resolution will result in increased General Fund salary and benefits expenses of approximately $147,700 in Fiscal Year 2016.
