Title
Actions pertaining to a grant agreement between the City of Fresno and the Fresno Economic Opportunity Commission (FEOC)/Advance Peace:
1. Approve a no-cost Second Amendment to the grant agreement for the Violence Intervention and Prevention Initiative (VIPI) dated June 26, 2024 between the City of Fresno and FEOC/Advance Peace to extend the term through June 26, 2026 and update the scope of services.
2. Authorize the City Manager or designee to execute the agreement and all related documents on the behalf of the City of Fresno.

RECOMMENDATION
Staff recommend that the City Council approve a second amendment to the grant agreement between the City of Fresno and FEOC/Advance Peace to extend the grant term through June 26, 2026, and update the scope of services. Staff also recommend authorizing the City Manager or designee to execute all related documents.
EXECUTIVE SUMMARY
Staff are seeking approval for a second amendment to the VIPI grant agreement between the City of Fresno and FEOC/Advance Peace to extend the grant term for a one-year period through June 24, 2026 and to update the scope of services. The one-year extension and updated scope results in no additional costs to the City.
BACKGROUND
On May 23, 2024 Council approved a grant agreement between the City of Fresno and FEOC/Advance Peace awarding $375,000 to Advance Peace as part of the City of Fresno’s Violence Intervention and Prevention Initiative (VIPI). The Advance Peace program is a community violence intervention program housed with FEOC. The grant agreement was executed on June 26, 2024. The agreement was amended on December 18, 2024 to incorporate the City’s Community Violence Intervention Vetting Policy which outlines the vetting process for community violence intervention work. After completing the required vetting, the City of Fresno issued a notice to proceed with services on March 19, 2025.
Staff are seeking approval for a second amendment to the agreement which includes a one-year no-cost extension to extend the grant term through June 26, 2026. The amendment also includes an update to the scope of services. The updated scope of services reflect budget reallocations from non-personnel line-items to personnel line items. This modification is being made following the loss of Federal grant funding FEOC previously utilized for personnel expenses.
ENVIRONMENTAL FINDINGS
Pursuant to California Environmental Quality Act Guidelines this item does not qualify as a project and is therefore exempt.
LOCAL PREFERENCE
Local preference is not applicable for this item because of state funding.
FISCAL IMPACT
There will be no additional fiscal impact on the General Fund. A total of $375,000 was appropriated in the FY25 budget for the VIPI Year 2 grant agreement and this amendment is a no-cost extension.
