RECOMMENDATION
Staff recommends the Council approve an agreement with Blair, Church & Flynn Consulting Engineers, Inc. of Clovis, CA, for $65,270 for the design of plans and general construction contract documents for the Fancher Creek Trail from Clovis Avenue to approximately 550’ east of Argyle Avenue and authorize the Public Works Director or designee to execute the agreement on behalf of the City.
EXECUTIVE SUMMARY
The City of Fresno Department of Public Works has received Measure “C” Trails funding to design the Fancher Creek Trail from Clovis Avenue to approximately 550’ east of Argyle Avenue. This project will connect an existing trail route at Tulare Avenue with a future planned community trail along Clovis Avenue between Fancher Creek and the future Fancher Creek Drive. The community trail will provide pedestrians, joggers, and bicyclists a safe path of travel.
This agreement will allow the City to retain the design services of Blair, Church & Flynn Consulting Engineers, Inc. to prepare the necessary construction plans, and contract documents, and to provide bid support and oversight during construction.
BACKGROUND
The 0.50 mile-long Fancher Creek Trail will connect an existing trail route at Tulare Avenue east of Argyle Avenue with a future planned community trail along Clovis Avenue near Fancher Creek. The trail will run mainly along the northerly side of Fancher Creek and improvements include an asphalt concrete path, barrier fencing, landscaping and irrigation, appropriate signage and pavement markings. The community trail will provide pedestrians, joggers, and bicyclists a safe path of travel.
Measure “C” Trail funding was programmed in the 2016/17 fiscal year for design and preparation of construction documents, with construction planned for 2017/18.
Per Administrative Order 6-19, Public Works staff posted in the Business Journal and on the City’s website, a notice requesting a Statement of Qualifications (SOQ) from consultants. Two SOQ’s were submitted by prospective firms. Based on the statement of qualifications, staff selected Blair, Church & Flynn Consulting Engineers, Inc., to provide professional engineering services to prepare construction plans and general construction contract documents and to provide bid support and oversight during construction. Staff negotiated a fee of $65,270 for professional services to complete the design phases of the project, bid support and construction support.
The agreement is a standard document used without modification and pre-approved to form by the City Attorney’s Office.
Staff recommends that the Council approve an agreement with Blair, Church & Flynn Consulting Engineers, Inc., in the amount of $65,270 and authorize the Public Works Director or designee to execute the agreement on behalf of the City.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) guidelines, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Blair, Church & Flynn is a local business.
FISCAL IMPACT
Implementation of the staff recommendation will have no impact upon the City’s General Fund. This capital improvement project will be designed and constructed through Measure "C" Trail funds.
