RECOMMENDATION

 

Staff recommends City Council approve an On-Call Consultant Service Agreement between the City of Fresno (City) and Blair, Church, & Flynn Consulting Engineers, Inc. for all Task Orders resulting under the Agreement in an amount not to exceed $300,000, with no guarantee expressed or implied that this dollar amount will be authorized under the Agreement, and authorize the Director of Aviation or designee to execute the Amendment on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The Airports Department (Airports) routinely initiates projects that require long range planning, design and construction related services.  These capital projects may be funded with a combination of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants, Passenger Facility Charges and Airport revenue. Airports staff have performed a qualification-based hiring process and selected Civil Engineering consultant firms to perform these necessary services on an On-Call basis. Due to current capital and maintenance project needs, staff is recommending a civil engineering agreement with Blair, Church, & Flynn Consulting Engineers, Inc. in an amount not to exceed $300,000 be approved. Funding for the agreement will be appropriated under the individual projects for each Task Order.

 

BACKGROUND

 

In accordance with Administrative Order (A.O.) 6-19, on July 1, 2022 a Request for Qualifications (RFQ) was advertised seeking Statements of Qualifications (SOQ) from civil engineering firms to provide professional civil engineering services for design and preparation of plans and general construction documents for projects at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH).  The Airports Department received seven (7) SOQs by the 3:00 PM August 31, 2022 deadline. The SOQs were evaluated by a committee using the six criteria listed the RFQ.

 

Per FAA guidance issued in Advisory Circular (AC) 150/5100-14E “Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects,” this recruitment was for projects that were reasonably expected to be executed within a five-year period on an individual project or on-call agreement basis.  The Department qualified multiple firms and notified them that execution of agreements would occur as needed based on scale/complexity of projects and areas of expertise.

 

Staff recommends the City Council approve the agreement with Blair, Church & Flynn Consulting Engineers for a term through September 26, 2027 and total compensation amount not to exceed $300,000, with no guarantee expressed or implied that $300,000 will be authorized under any respective agreement, to provide civil engineering services for unspecified Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH) Airport Improvement Program (AIP) Funded and Non-AIP Funded Capital Projects.

 

The agreement utilizes Standard Document FYI-S, pre-approved as to form by the City Attorney’s Office and used without modification as certified by Airports staff.

 

ENVIRONMENTAL FINDINGS

 

This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference was not implemented for this consultant selection process due to federal funding sources that will be attributed to projects under the agreements.

 

FISCAL IMPACT

 

This Agreements has no immediate impact to the General Fund. All funding necessary for the services of the proposed Amendments will be appropriated under the individual projects for each task order and may be funded with a combination of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants, Passenger Facility Charges and Airport revenue.
