RECOMMENDATION

 

Staff recommends that City Council authorize the Director of Aviation to execute the Second Amendment to the Design Contract with Q&D Construction (Q&D) for additional preconstruction services required for the Fresno Yosemite International Airport Terminal (FAT) expansion program in the amount of $1,378,974.00.

 

EXECUTIVE SUMMARY

 

Q&D is providing Progressive Design Build services for FAT’s Terminal expansion program and is performing under the Design Contract for preconstruction services (Phase 1 work).  Several elements of the scope have changed to better integrate the existing Terminal with the Expansion, improve the passenger experience and incorporate revised Transportation Security Administration (TSA) checkpoint and training room requirements. The upgrades will repurpose the pre-security restaurant, concessions, and conference room areas to accommodate relocation of the TSA Training Room, maximize the use of space around the security checkpoint composure area, and remodel the post-security space currently occupied by the TSA as income generating retail/commercial lease space. This Amendment also extends Phase 1 Preconstruction Services to January 9, 2023.

 

BACKGROUND

 

Design of the Terminal expansion began in April 2020. The Airport has since engaged a Concessions Consultant who has identified offices at the North end of the Security Checkpoint/Composure area that would be better utilized as retail/concessions space to serve the traveling passengers as they exit the TSA Security Screening area and recommends minimizing and repurposing pre-security concession spaces.

 

This amendment will provide for additional design services necessary to repurpose the former pre-security restaurant area to provide a TSA Training Room, additional office spaces, a smaller gift and news space, a small farmers market and a relocated Airport Conference Room. In addition, the former post-security TSA Training Room will be remodeled as a Food and Beverage space along with all necessary utility upgrades.

 

On March 19, 2020, Council approved the Design Contract in the amount of $8,450,000 for the Terminal expansion design and on September 19, 2021, approved the First Amendment bringing the total to $8,915,000. With this Second Amendment the total amount of the Design Contract will be $10,293,974. All other components of the design effort under Airports control are within the Design Contract amount, and there is no anticipated additional expenditure of airport funds.

 

The City Attorney has reviewed and approved the Second Amendment to the Design Contract with Q&D Construction as to form.

 

ENVIRONMENTAL FINDINGS

 

An Initial Study and Mitigated Negative Declaration (IS/MND) was prepared to evaluate the FATforward, Passenger Terminal and Parking Expansion Project pursuant to the California Environmental Quality Act (CEQA) and adopted State CEQA Guidelines (Title 14, California Code of Regulations [CCR], Chapter Three).  The City of Fresno Airports Department is the “lead agency” for this project (CEQA Guidelines, §15367).  Based on the IS/MND, the following findings are made: (1) the project will not generate significant effects on the environment, and (2) when all applicable mitigation measures have been applied, the project will result in a less than significant impact on the environment.

 

A Public Notice of Intent to Adopt a Mitigated Negative Declaration for FATforward was published in the local newspaper on December 20, 2019, as required for public review and comment.  A Notice of Determination was recorded with the Fresno County Clerk’s office on February 27, 2020.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this item is an amendment to an existing agreement.

 

FISCAL IMPACT

 

FAT is a major source of economic activity in the Central San Joaquin Valley. The Terminal expansion project will help enable the airport to meet current and future demand as our region grows, resulting in further economic activity and job growth.  Funding for the Second Amendment to the Design Contract is available in the Airports Adopted FY 2023 Budget. There is no impact to the General Fund or to the ratepayers of the City of Fresno from this action.
