RECOMMENDATIONS

 

Staff recommends the City Council (1) Adopt a finding of Categorical Exemption per staff’s determination pursuant to sections 15301/Class 1 of the California Environmental Quality Act (CEQA) Guidelines and (2) Award a Construction Contract to American Paving Company of Fresno, California in the amount of $587,120 as the lowest responsive and responsible bidder for the Rebid of the Bridge Preventative Maintenance Program Phase II Project at various locations and authorize the Capital Projects Director or designee to sign the contract on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The City proposes to implement preventative maintenance treatments to three canal crossing bridge locations at (1) First Street Bridge over Dry Creek, south of McKinley; (2) Maple Avenue Bridge over Mill Ditch, south of McKinley; and (3) Millbrook Avenue Bridge over Mill Ditch, at McKinley. The Bridge Preventative Maintenance Program Phase II Project entails relatively minor repairs and activities to keep the bridges in good condition, slow down future deterioration, and avoid large expenses in major bridge rehabilitation or bridge replacement.  Award of the proposed construction contract will allow the project to move forward with construction. The construction phase of the Project is fully funded by the Federal Highway Bridge Program (HBP).

 

BACKGROUND

 

Bridge preventive maintenance is typically applied to bridge elements on structures with significant remaining service life. As a major component of bridge preservation, preventive maintenance is a strategy of extending the service life by applying cost-effective treatments to structurally sound bridges. The concept of preventive bridge maintenance suggests that many relatively small repairs and activities are performed to keep the bridge in good condition, delay future deterioration, and avoid large expenses in major bridge rehabilitation or bridge replacement. The HBP grant funds for this project were originally obligated in August 2016. The design process commenced following City Council approval of the consultant agreement with Cornerstone Structural Engineering Group Inc. (Fresno, California) and completed in July 2023. The project design and environmental clearance took approximately 7 years to complete. The Project was first advertised in July 2023, but was later rejected by City Council on November 2, 2023 because the one bid received was 94.5% above the engineers estimate and construction funding. Staff revisited the construction documents and bypass pumping requirements to reduce the costs of the current bid.

 

The Bridge Preventive Maintenance Program Phase II Project will included preventative maintenance repair treatments at the following three bridge locations:

                     First Street Bridge (Br. No. 42C0198) over Dry Creek, south of McKinley.

                     Maple Avenue Bridge (Br. No. 42C0217) over Mill Ditch, south of McKinley.

                     Millbrook Avenue Bridge (Br. No. 42C0611) over Mill Ditch, at McKinley.

 

The Notice Inviting Bids was published in the Business Journal on May 31, 2024, and posted on the City’s website. Two bid proposals were received and opened during the public bid opening on July 2, 2024, with a bid totaling $587,120 from American Paving Construction Company of Fresno, California, and was deemed the lowest responsive and responsible bidder. The apparent low bid was 4.7% above the Engineer’s Estimate. The bids will expire sixty-four (64) days after bid opening on July 2, 2024. The Community Workforce Agreement (PLA), adopted by Council in September 2021, does not apply to this contract because the engineer’s estimate for this project was less than $1 million, pursuant to the terms of the PLA.

 

Staff recommends awarding a Construction Contract to American Paving Company of Fresno, California, in the amount of $587,120 for the Bridge Preventive Maintenance Program Phase II Project at three bridge locations, and to authorize the Capital Projects Director or designee to sign on behalf of the City.

 

The City Attorney’s Office has reviewed and approved as to form.

 

ENVIRONMENTAL FINDINGS

 

Staff performed a preliminary environmental assessment of the project and determined that it falls within the Categorical Exemption set forth in CEQA guidelines, Section 15301 (Existing Facilities), because the project consists of preventative maintenance, will be performed on existing public facilities, and will not result in an expansion of use. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in CEQA Guidelines, Section 15300.2 apply to this project.

 

LOCAL PREFERENCE

 

Local preference is not applicable due to the Federal funding requirements.

 

FISCAL IMPACT

 

The Bridge Preventive Maintenance Program Phase II Project is located in Council District 4 and 7. The overall cost of the project is $1,018,600 and is grant funded by the Highway Bridge Program (HBP). Required local match is funded by SB1 Road Maintenance and Rehabilitation Account (RMRA) funds. Out of the overall budget, $587,120 will be allocated for the Construction contract Award. The project will have no impact on the General Fund. All funds necessary for the contract award are included in the FY25 approved City of Fresno budget.
