RECOMMENDATION
Staff recommends that Council authorize the City Manager, or designee to execute a consultant agreement with Alta Planning + Design, Inc. in the amount not to exceed two hundred and ninety-eight thousand dollars ($298,000) with a contingency amount not to exceed fifteen thousand dollars ($15,000) for any additional work, for the development of the Mobility Design Guide.
EXECUTIVE SUMMARY
The Public Works Department seeks the Council’s approval for a Professional Consultant Services with Alta Planning + Design for the development of the City of Fresno Mobility Design Guide (MDG). The City of Fresno was awarded funding from the State of California Sustainable Transportation Planning Grant (STPG) Program for the MDG project in December 2024. The intent of the MDG is to provide guidance on street design that promotes the complete streets vision to enhance safety for all users and all modes of travel. The City’s FY2026 budget as previously adopted by the Council includes the grant funding for the project.
BACKGROUND
After being awarded STPG funding from the State of California in December 2024, the City received and executed a grant agreement for the development of a Mobility Design Guide (MDG). The MDG will serve as a centralized resource for mobility-related engineering standards and specifications. This comprehensive document streamlines design elements for bicycle and pedestrian facilities, personal mobility devices, transit, and mobility hubs along our community streets. By illustrating the principles of the City's Complete Streets Policy, the MDG will offer a clear roadmap and set of tools to enhance safety and livability, and support economic opportunity throughout Fresno.
In accordance with Administrative Order (A.O.) 6-19, staff sent out Request for Qualifications (RFQ) for Professional Consulting Services on January 21, 2026, via Planet Bids, email, and published in the Business Journal. At the closing of the advertising period on February 20, 2026, the RFQ received five responses. City staff evaluated each Statement of Qualifications (SOQ) and determined all submittals were qualified to move into the interview process. The SOQ were reviewed and each consultant team was interviewed. Alta Planning + Design, Inc. was selected as the most qualified consultants for these services, possessing the knowledge and expertise related to documents of this type and were confidently selected for this project.
Staff recommends the Council approve a Professional Consultant Services Agreement with Alta Planning + Design, Inc. in the amount not to exceed two hundred and ninety-eight thousand dollars ($298,000) with a contingency amount not to exceed fifteen thousand dollars ($15,000) for any additional work, to provide services for the development of the Mobility Design Guide and authorize the City Manager or designee to execute the agreement, approved as to form by the City Attorney’s Office, on behalf of the City.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, action does not qualify as a “project”.
LOCAL PREFERENCE
Local preference was not applicable due to State of California funding requirements.
FISCAL IMPACT
Funding for the MDG was secured through a competitive grant from the State of California Sustainable Transportation Planning Grant program. The local grant match was included in the City of Fresno FY2026 Budget as previously adopted by the Council, utilizing Measure C Flexible Subprogram revenues.
