RECOMMENDATIONS
Staff recommends that the City Council approve the attached one-year agreement with Fresno-Madera Area Agency on Aging (FMAAA) for $68,000 and approve the 17th Amendment to the Annual Appropriation Resolution No. 2015-104 appropriating $20,000 to operate the Senior Hot Meals (SHM) Program at six sites. The contract resources will go towards funding the day to day operation of SHM Program during FY 16.
EXECUTIVE SUMMARY
This is an annual contract with FMAAA to provide hot meals to Senior Citizens living in Fresno. The City will receive $68,000 for site management and an allotment for congregate meals at six senior sites which include Lafayette Neighborhood Park, Mary Ella Brown Community Center, Mosqueda Community Center, Pinedale Community Center, Senior Citizens Village and Ted C. Wills Community Center. The FMAAA funding is supplemented with participant meal contributions and Community Development Block Grant (CDBG) funding to provide meals and recreation activities that include ceramics, sewing, gardening, water color painting, exercise programs, and excursions.
This funding enables the City to offer a comprehensive program for senior citizens at six sites throughout Fresno. Based on prior year contracts with FMAAA, the FY 16 budget includes $48,000 for the FMAAA program and an additional appropriation of $20,000 for expanded services including ceramics, watercolors, exercise, and water aerobics.
BACKGROUND
The PARCS Department has partnered with FMAAA since 1994 as a meal provider. The PARCS SHM program operates a high quality program for older adults, which serves lunch at six sites throughout Fresno on a Monday through Friday schedule. Meals are served by senior coordinators who are trained in CPR/First Aid and Safe Serve best practices. A nutritious meal is provided at a minimal suggested donation (voluntary) and seniors are provided a socially interactive environment that helps maintain both physical and emotional health. In FY 15, the SHM served over 38,000 meals to seniors, and it is anticipated that we will serve a similar number of meals in FY 16.
PARCS staff will ensure compliance with FMAAA rules and regulations on serving congregate meals through training and site monitoring. Staff will provide activities and opportunities that enable seniors to participate in leisure programs, such as special events, dance instruction and cooking classes. By creating a welcoming and professional-caring program culture, the Senior Hot Meals Program has provided an exciting environment where seniors are on the move and engaged. Through volunteerism and work experience programs, such activities as technology, educational and exercise instruction are provided on a regular basis to ensure constant and continual learning for seniors, which enables them to be healthy and active while enjoying a good quality of life.
This Agreement was reviewed and approved by the City Attorney and Risk Management Offices.
ENVIRONMENTAL FINDINGS
By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378 the contract does not qualify as a “project” for the purposes of CEQA.
LOCAL PREFERENCE
Local preference is not applicable, since this item will not include a bid or award of a construction or services contract.
FISCAL IMPACT
The FMAAA funding will provide the City with supplemental funding of $68,000 from FMAAA to operate the SHM program at six sites. Acceptance of the grant funds will have no impact on the General Fund, as up to $68,000 of revenue will be received from FMAAA as reimbursement for up to $68,000 of program services.
