SUBJECT
Title
***RESOLUTION - Authorizing the submittal of application(s) for all CalRecycle grants and payment programs for which the City of Fresno is eligible (Citywide). (Subject to Mayor’s Veto)
Body
RECOMMENDATION
Staff recommends that City Council adopt a resolution to approve the submittal of applications for grants, payment programs and related authorizations to CalRecycle. CalRecycle has established various grants and payment programs to make payments to qualifying jurisdictions and is required to establish procedures governing the administration of those programs. CalRecycle has directed the City to designate by resolution a person authorized to submit and execute related documents. Staff recommends that Council authorize the Director of Public Utilities, or designee, to submit applications to CalRecycle for any and all grants and payment programs offered; and give signature authority to execute all documents necessary to implement and secure payment(s).
EXECUTIVE SUMMARY
The adoption of the resolution will ensure the implementation and execution of the grants and payment programs currently in progress and those which are of benefit to the City of Fresno and its residents. This action will provide for the continuation of solid waste and recycling activities, including but not limited to, outreach events, recycling activities, littler control, oil recycling, and other activities which the Department of Public Utilities, Solid Waste Management Division (SWMD), is involved in and funding expenditures are applied consistent with state requirements.
BACKGROUND
Payment Program funds are used each year to promote the importance of recycling of all products, waste minimization, litter abatement, and to support public education and community outreach. In Fiscal Year (FY) 2022, the SWMD recycled 8,800 gallons of used motor oil and 18,000 filters through the City’s Residential Curbside Collection Program. The SWMD recycling program made contact with over 10,808 residents during 41 community outreach events. Our educational events made contact with 49 schools during 81 presentations and engaged with 11,033 students. The SWMD received Payment Program funds in FY 2023 from the following: City/County Payment Program, Used Motor Oil Payment Program, and the SB1383 Grants. City Attorney has reviewed and approved as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines, Section 15378, this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.
LOCAL PREFERENCE
Local preference was not implemented because the adoption of a resolution does not include a bid or an award of a construction or services contract.
FISCAL IMPACT
There will be no fiscal impact to the General Fund, or any City operating funds associated with the recommended action. Adversely, not participating in these Grant and Payment Programs would cost City of Fresno rate payers an additional cost to continue services without the state funding. The adoption of this resolution will benefit all Council districts.
