RECOMMENDATION

 

Adopt the 49th Amendment to AAR No. 2014-95 approving the re-budget of $500,000 of CDBG and $1,500,000 of HOME funds related to implementing the Targeted Area Distressed Property Program and the Target Area Rehabilitation Program Agreements between the City of Fresno and Fresno County Economic Opportunities Commission (FCEOC).

 

EXECUTIVE SUMMARY

 

In October 2013 the Fresno City Council approved implementation of a Targeted Area Distressed Property Grant Program and a Target Area Rehabilitation Program with FCEOC serving as a subrecipient to carry out the rehabilitation component of the program. Funding for the programs are provided through the CDBG and HOME Programs but were not included in the FY 2015 CDBG and HOME carryover. Funds associated with this program need re-budgeting into the current fiscal year to allow for contract expenditures.

 

BACKGROUND

 

As part of a comprehensive program to address deterioration and substandard housing in low to moderate-income (LMI) areas identified through code enforcement activity, CDBG staff developed the Targeted Area Distressed Property and the Target Area Rehabilitation Programs (“Programs”). The intent of the Program is to address code enforcement infractions and provide a grant up to $15,000 (Target Area Distressed) and up to a $65,000 deferred/forgivable loan (Target Area Rehabilitation) to LMI homeowners to remedy the identified deterioration. The Programs operate in southwest, southeast and central Fresno areas.

 

Boundaries for the Program were established based upon code enforcement activity. The Program directly addresses a HUD finding to provide public investment in areas where CDBG-funded code enforcement operates. The City Attorney has reviewed and approved the form of the contract extension between the City and FCEOC.

 

 

ENVIRONMENTAL FINDINGS

 

This is not a project for purposes of CEQA pursuant to CEQA guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference is not applicable because of the use of federal funding

 

FISCAL IMPACT

 

There is no fiscal impact to the General Fund. The agenda item seeks to re-budget into the current fiscal year $500,000 of CDBG and $1,500,000 of HOME funds previously approved by Council in October FY 2013.
