RECOMMENDATION

 

Staff recommends approval of a consultant services agreement with Unison Consulting, Inc., (Unison) not to exceed the amount of $50,000 for professional services for creating and establishing a Tenant Handbook at Fresno Yosemite International Airport (FAT), and to authorize the City Manager, or designee, to execute the agreement on behalf of the City.

 

EXECUTIVE SUMMARY

 

Creating and establishing consistent practices for tenant operations and improvements at FAT is necessary with the continued growth and operations of the Airport. The Airport does not have a controlling document that tenants can refer to for current operational and tenant improvement guidelines and requirements. This Handbook will be the official rules and regulations, which will be updated regularly, regarding all tenant operation requirements and improvement guidelines, and will provide Airport staff with the tools and the essential information necessary to address tenant inquiries.

 

Background

 

Unison is a consulting company that responded to and was chosen as part of a Request for Qualifications (RFQ) completed in 2018 (the results were valid for 5 years). In that RFQ, one of the requirements was for “performing airport concessions analyses, developing concessions plans, assisting with concessions RFP development, selection and negotiations, including determinations of optimal merchandise and food/beverage pricing and airport revenue models.”  Unison currently has several contracts with FAT under this RFP.  The total amount of these contracts exceed City Manager/Department contracting authority; therefore, this contract requires Council approval.

 

Since its inception, FAT has never had a written policy for concession operational requirements and/or tenant improvements, other than what was written in the initial concessions agreement and any of their subsequent amendments.

 

One of the exhibits incorporated in the agreement is the development of a Tenant Handbook. Since most spaces are concessions based within the terminal, this handbook is needed as a base guideline for all concessionaires. There currently are no written rules or procedures on how basic items should be addressed. Since these are daily operations and can change throughout the life of the lease, a handbook is the best place to have them spelled out so they can be changed as needed. This document will be an exhibit to the Concession agreement and Request for Proposals (RFP) that is due to go out to the public in June 2022. Since its inception, FAT has never had a written policy for concession operational requirements and/or tenant improvements, other than what was written in the initial concessions agreement and any of their subsequent amendments.

 

This Handbook will streamline processes and allow for maximum staff engagement with tenants. Unison is currently working on the Concession RFP for FAT. Consequently, Unison is very familiar with FAT operations and industry standards. They have assisted other airports in creating similar document(s).

 

The agreement utilizes Standard Document #ALL-S 3.1, which is pre-approved as to form by the City Attorney's Office and used without modification as certified by Airports staff.

 

ENVIRONMENTAL FINDINGS

 

This is not a "project" for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.

 

LOCAL PREFERENCE

 

Local preference is not applicable to this Project pursuant to Fresno Municipal Code 4-109(b).

 

FISCAL IMPACT

 

FAT is the largest driver in economic activity in the Central San Joaquin Valley generating $928 million in annual economic activity and creating 10,769 direct, induced, and indirect jobs (2019 data). There is no impact to the General Fund or to the ratepayers of the City of Fresno from this action.
