RECOMMENDATION
Staff recommends that the City Council adopt a finding of Categorical Exemption pursuant to Article 19, Section 15301(c)/Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines, and award a construction contract to A.J. Excavation, Inc., of Fresno, California for the Taxilane Reconstruction project (Project) at Fresno Chandler Executive Airport (FCH) in the amount of $436,003.60.
EXECUTIVE SUMMARY
The Pavement Management Plan (PMP) for FCH, as required by the Federal Aviation Administration (FAA), concluded that rehabilitation/reconstruction of certain taxilanes is necessary. The Project will remove and replace existing pavement adjacent to Hangars S and T, install drainage facilities, and slurry seal pavement east and west of Q-Hangars (refer to attached diagram).
BACKGROUND
The FAA approved Airport Capital Improvement Plan (ACIP) for FCH identifies a number of airfield related works that will need to be executed over the next five years. The ACIP is FAA’s tool to ensure the projects are properly prioritized with regard to the safe and secure operation of the airport and to provide appropriate project funding. The prioritization of airfield projects at FCH is based on the FAA approved Airport PMP, which evaluates pavement conditions and life-cycle costs. This Project addresses the next area of aged, deteriorating pavement scheduled for rehabilitation and reconstruction at FCH.
Plans and specifications were prepared for the Project by Blair, Church, & Flynn Consulting Engineers. A Notice Inviting Bids was advertised in the Business Journal on August 26, 2015, posted on the City’s website and faxed to ten (10) building exchanges. Plans and Specifications were distributed online to eleven (11) prospective bidders. Eight (8) sealed bid proposals were received and opened in a public bid opening on September 15, 2015. The bids ranged in price from $436,003.60 to $753,607. The lowest responsible and responsive bid from A.J. Excavation, Inc. in the amount of $436,003.60 is 25% below the Engineer’s Estimate ($583,406). A staff determination was posted on the City website on October 1, 2015.
Staff recommends award of this project to A.J. Excavation, Inc. in the amount of $436,003.60.
ENVIRONMENTAL FINDINGS
Staff has determined that this Project falls within the Class 1 Categorical Exemptions set forth in the California Environmental Quality Act (CEQA) Guidelines, Section 15301(c)/Class 1 (Existing Facilities), as it involves the repair of existing facilities and negligible or no expansion of an existing use.
LOCAL PREFERENCE
The City’s Local Preference Ordinance (FMC 4-108) does not apply since Federal funding is being used.
FISCAL IMPACT
The Taxilane Reconstruction Project is part of the Department’s ongoing commitment to ensure FCH remains operationally ready and is properly positioned for local and regional growth. Funding for this project is provided by a FAA Airport Improvement Program grant (90%) and Measure C Regional Transportation Program funds (10%). The project is included in the City’s FY 2016 Budget. There is no impact to the General Fund from this action.
