Approve a First Amendment to Agreement with Pinnacle Training Systems, LLC., for $120,000 for a total of $167,794.50 to provide professional employee health screening services for COVID-19 employee screening at the Municipal Services Center

RECOMMENDATION

 

Staff recommends that Council approve a First Amendment to Agreement with Pinnacle Training Systems, Inc., (Pinnacle) in the amount of $117,640 for daily COVID-19 employee and visitor screening as outlined by the Centers for Disease Control and the Fresno County Department of Public Health.

 

EXECUTIVE SUMMARY

 

Staff has found that Pinnacle is qualified to perform the daily COVID-19 employee and visitor screening at the Municipal Services Center. The scope of work consists of providing all skilled staffing and equipment to safely and efficiently monitor and screen all employees and visitors entering a City facility.  Pinnacle currently provides employee screening for approximately 600 City employees who are deemed essential amongst six departments at the MSC seven days a week.

 

BACKGROUND

 

Pinnacle has been screening all employees and visitors to the MSC since June 1, 2020.  With the COVID-19 pandemic sweeping across California, it is imperative that all measures are enacted to safeguard against the exposure and reduce the spread of this illness.  Employees accessing the MSC are deemed essential and the nature of their operations require them to report to a facility instead of working remotely.  While it is important that social distancing and sanitation procedures are followed, employees may face an increased risk of exposure to the virus at a workplace or facility.  Thus, many employers are using subjective and objective measures when screening their employees for new illnesses with the goal of reducing the risk of exposure.

By contracting with Pinnacle to conduct daily COVID-19 screenings, the City of Fresno is shielding itself from potential HIPPA and other liability issues if City staff or supervision was used instead.  All employees are screened utilizing the City of Fresno’s screening application, and all questions mandated by the Fresno County Public Health and Centers for Disease Control are implemented along with each employee having their temperature measured.

 

ENVIRONMENTAL FINDINGS

 

This item is not a project as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this action pertains to an existing consultant services agreement.

 

FISCAL IMPACT

 

Funding for the vendor is Coronavirus Aid, Relief and Economic Security (CARES) Act eligible and will have no impact to the General Fund.
