RECOMMENDATION

 

Staff recommends that the City Council award a requirements contract in an amount not to exceed $406,611.55 per year for one-year with the option for four, one-year extensions to Witbro Inc. dba Seal Rite Paving & Grading of Fresno, California as the lowest responsive and responsible bidder and to authorize the Public Works Director or designee to sign the contract on the City’s behalf.

 

EXECUTIVE SUMMARY

 

The City of Fresno has identified the need for the installation of pavement undulations (speed humps) on select neighborhood streets throughout the City. The award of this requirements contract does not specify the locations of where speed humps are to be installed, rather the award of this requirements contract establishes a firm price, secured through competitive bidding, for a specified time and allows Public Works to order the installation of speed humps as needed. All orders for speed humps will be in accordance with the Department of the Public Works Residential Street Speed Hump Policy. Upon approval by the Public Works Traffic and Planning Division, work orders will be issued to the awarded Contractor for the installation of speed humps throughout the term of the contract

 

The contract term is for one year with provisions for four, one-year extensions. This contract will utilize Measure C identified for traffic calming in the FY2025 Public Works budget. This contract may also be funded by City Council directed Neighborhood Improvement Infrastructure funds which are also included in the FY2025 Public Works budget.

 

BACKGROUND

 

The City of Fresno recognizes the need for traffic calming options to slow traffic speeds on residential streets. On October 28, 2021, the City Council rescinded a 2006 policy that prohibited the installation of speed undulations on roadways in the City of Fresno. On February 10, 2022, the Department of Public Works approved a Residential Speed Hump Policy that outlines the procedures and processes for the installation of speed humps on residential streets. Requests for new speed humps will be processed in accordance with the Residential Street Speed Hump Policy. This process involves an application requesting speed humps, evaluation and ranking by Public Works Traffic Engineering Division, notification of the residents, engineering and design, and construction. The numerous applications submitted by City residents through the Traffic Operations and Planning Divisions Residential Speed Hump Program resulted in the City identifying a list of 11 neighborhood speed hump locations Citywide in 2024. Applications for the 2025 Residential Speed Hump Program (cycle) are currently being accepted from March 1, 2024, through October 31, 2024.

 

To facilitate this new program, Public Works initiated the request for bids process to identify a contractor to construct speed humps. While the Public Works Director may elect to use the Street Maintenance Division paving crew to construct some of the speed humps, the award of this contract allows Public Works to assign work to a contractor so that the Street Maintenance Division crew schedule remains uninterrupted and can remain focused on operating programs such as neighborhood street paving, bridge maintenance, and pothole repair.

 

On December 15, 2022, the City Council approved an awarded contract to Witbro Inc. dba Seal Rite Paving & Grading of Fresno, California to Furnish and Install Pavement Undulations on Various Streets throughout the City for a term of one-year without the option of contract extensions. On April 23, 2024, the contract to Furnish and Install Pavement Undulations on Various Streets (Citywide) expired.

 

The Public Works Department sought to rebid the contract as additional locations were identified for speed hump installation to aid in traffic calming efforts. A notice inviting bids was advertised in The Business Journal and the City’s Planet Bids website on June 19, 2024. The notice inviting bids was received by eight building exchanges and distributed to 16 prospective bidders. Three sealed bids were received and publicly opened by the Purchasing Division of the General Services Department on July 16, 2024. Witbro In. dba Seal Rite Paving & Grading is deemed the lowest responsive and responsible bidder.

 

A total of $200,000 of Measure C funding was appropriated for FY2025 as part of the Public Works Traffic Calming program.  Although the contract price is above this figure, the City anticipates other neighborhood improvement and traffic mitigation projects to utilize this contract as well. Also, this contract is a requirements contract, and the City is not obligated to any minimum purchase. If needed, the City can reduce the amount of pavement undulations sets ordered commensurate with budget availability.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, awarding of this contract is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

All bidders qualified for Local Preference and provided proper documentation with their bids.

 

FISCAL IMPACT

 

Appropriations for pavement undulations are included in the Public Works Traffic Calming program and consist of Measure C funds.
