Reject all bids received for the Fresno-Clovis Regional Wastewater Reclamation Facility Warehouse West Side Canopy Project (Bid File No. 12600215) (Council District 3).

Staff recommends that the City Council reject all bid proposals received for the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) Warehouse West Side Canopy Project (Project).
EXECUTIVE SUMMARY
Staff recommends that the City Council reject all bid proposals received for the Project. There were four proposals received with bid amounts ranging from $350,946.70, to $400,500.00. The engineer’s estimate was $202,000. The apparent low bidder, GCB1 Incorporated, of Fresno, California submitted a proposal with a contract price that was seventy-four percent (74%) above the engineer’s estimate for the Project. Upon rejection of the bids received, staff will work with the Department of Public Utilities (DPU) to determine a path forward for the Project.
BACKGROUND
The Department of Public Utilities identified the need to construct a permanent storage canopy at the west side of the existing warehouse building at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF). The new canopy will store and protect large and bulky items that are currently outdoors from the elements and will optimize space utilization within and outside of the warehouse building.
The engineering design services were initiated through a Consultant Services Agreement with Omni Design Incorporated on November 01, 2023, for the design and preparation of the construction documents.
A Notice of Inviting Bids was advertised on Planet Bids and posted on the City’s website on September 24, 2025. The project plans and specifications were distributed to forty-eight (48) prospective bidders and posted at five (5) building exchanges. Four (4) electronic bid proposals were received and publicly opened on November 04, 2025, with the net bid amounts ranging from $350,946.70 to $400,500.00. The engineer’s estimate was $202,000. The apparent lowest responsive and responsible bid submitted by GCB1 Incorporated, in the amount of $350,946.70 was seventy-four percent (74%) above the engineer’s estimate. For this reason, staff recommends City Council reject all bids. Upon rejection of the bids, staff will work to DPU to determine a path forward. The bids will expire on January 31, 2026.
The Community Workforce Agreement (PLA), adopted by Council in September 2021, does not apply to this contract because the engineer’s estimate for this project was less than $1 million, pursuant to the terms of the PLA.
The Project was to be funded with the Department of Public Utilities’ Wastewater Enterprise Fund allocations adopted in the Fiscal Year 2026 Capital Improvement Budget.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines, Section 15378, the rejection of bids does not qualify as a ‘project’ as defined by the CEQA requirements.
LOCAL PREFERENCE
Local preference was not considered as this is an action recommending the rejection of all bids.
FISCAL IMPACT
The Fresno-Clovis RWRF Warehouse West Side Canopy Project is located in Council District 3 and will have no impact on the General Fund. The Project was to be funded with the Department of Public Utilities’ Wastewater Enterprise Fund allocations adopted in the Fiscal Year 2026 Capital Improvement Budget.
