Actions pertaining to a sole source agreement to implement a video wall display at City Hall per Fiscal Year 2025 budget motion #51:
1. Award a Sole Source Agreement with Solutions by Design for the purchase and installation of a 3rd Floor Exhibit displaying City of Fresno Historical information for the public in the amount of $737,279
2. ***RESOLUTION - Adopt a resolution authorizing an exception to formal bidding procedures and approving the sole source purchase and installation of the Video Wall, Council Chambers main screen, and two kiosks for City Hall (Subject to Mayor’s Veto)
3. Authorize the Chief Information Officer or designee to execute the agreement and all related documents

RECOMMENDATION
Staff is bringing forward Fiscal Year 2025 budget motion #51: $741,055 to be used for design and construction for 3rd floor exhibit at City Hall for consideration and approval by Council. This would entail the approval of a sole source agreement and Resolution authorizing the implementation of a display consisting of interactive video equipment in the amount of $737,279.00. This amount does not include support costs of $60,000 which will cover hardware/software support and maintenance which will be purchased in July 2025 and will be included in the Information Services Département’s proposed Fiscal Year 2026 budget. The project funding will cover the relocation of the George Washington statue from the third floor to the first floor of City Hall. In accordance with Administration Order 3-1, approval of this item authorizes the Chief Information Officer or designee to execute the agreement and all related documents.
EXECUTIVE SUMMARY
The City of Fresno is looking to showcase and preserve its history via a unique display on the third floor. Modeled after the Fresno State Hall of Fame, this display will be interactive allowing the visitor the ability to select and view the content showing and preserving Fresno’s history. The history will include interviews from past officials, valley content and other historical pictorials and documents all presented in a unique and technologically advanced manner. The Video wall will consist of an interactive video wall along with four standing kiosks allowing for an enriched user experience.
BACKGROUND
In the Fall of 2023, at the request of Council Member Maxwell, City of Fresno staff toured the Fresno State Sports Hall of Fame at the University’s Campus. This tour was to examine the technology and content to determine if such an exhibit would be possible and/or beneficial to the City of Fresno. The vendor which implemented Fresno State’s video displays is a local vendor called Solutions By Design.
Solutions By Design has implemented several video walls including a sizeable wall at Table Mountain and several more displays at the County of Fresno’s Museum. As such staff deemed that this company would be able to meet the needs of the City and proceeded to acquire funding in the City’s Fiscal Year 25 budget.
ENVIRONMENTAL FINDINGS
Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378, this procurement action does not constitute a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference was not implemented because this is a sole source purchase.
FISCAL IMPACT
Funding for this purchase is in the General Services (GSD) budget for Fiscal Year 2025. Support costs will be in ISD’s proposed Fiscal Year 2026 budget.
