Title
Actions pertaining to the Police Department Headquarters Renovation Project (Council District 3):
1. ***RESOLUTION - Adopting the 30th Amendment to the Annual Appropriations Resolution No. 2025-179 appropriating $12,000,000 for the Police Department Headquarters Renovation Project (Requires 5 Affirmative Votes) (Subject to Mayor’s Veto);
2. Approve a Consultant Services Agreement with LPAS, Inc. of Sacramento, California in the amount of $1,250,000.00, with a contingency amount not to exceed $100,000.00, for the design and preparation of construction documents for the Police Department Headquarters Renovation Project.

RECOMMENDATION
Staff recommends the City Council (1) adopt the 30th Amendment to the Annual Appropriations Resolution No. 2025-179 appropriating $12,000,000.00 for the Police Department Headquarters Renovation Project, (2) approve a Consultant Services Agreement (Agreement) with LPAS, Inc. of Sacramento, California in the amount of $1,250,000.00, with a contingency amount not to exceed $100,000.00, for the design and preparation of construction documents for the Police Department Headquarters Renovation Project (Project) and authorize the Capital Projects Director or designee to sign the Agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The City of Fresno Police Department proposes to design and construct customized interior improvements at the newly leased facility located at 2314 Mariposa Mall to serve as the new Police Department Headquarters.
Council approval of the Consultant Services Agreement between the City and LPAS, Inc. is recommended to deliver plans specifications and estimates of the Tenant Improvement (TI) that will facilitate the development of construction documents for the project. The Consultant Services Agreement will be funded utilizing Fiscal Year (FY) 2026 Police Department Police Capital Funds. Adoption of the AAR will fully fund the consultant services agreement and subsequent construction.
BACKGROUND
The current Police Department Headquarters (PDHQ), constructed in 1959, reflects the building practices and materials typical of that time, including the use of asbestos and lead. These materials remained in common use until the 1970s, when construction standards began to shift. Environmental assessments have confirmed that asbestos containing materials are encapsulated within the ceilings and roofing systems, and that lead is present in various areas within the building.
Maintaining the infrastructure of the current PDHQ has become increasingly difficult and cost-prohibitive, as many critical building systems are located within areas that comprise of lead and asbestos containing materials. Several essential building components including the roof, HVAC, plumbing, and electrical systems, are failing and cannot be replaced without full abatement. This process would significantly disrupt the day-to-day operations and require the temporary relocation of staff.
The condition of the current facility has created a challenging work environment for both employees assigned to PDHQ and all visitors that utilize services within the building. The abatement and temporary relocation expenses alone are expected to exceed $7 million, which does not include any renovation or replacement of the buildings’ core systems.
On August 14, 2025, Council approved a Lease Agreement for a facility located at 2314 Mariposa Mall, directly across from the current PDHQ on M Street and Mariposa Mall. Originally constructed in 1948, the building has recently undergone extensive renovations including the abatement of hazardous materials, structural reinforcements, and comprehensive upgrades to infrastructure systems. The recent renovations have brought the facility into compliance with 2019 building code standards. The City now seeks to complete additional tenant improvements to tailor the space for use as the new Police Department Headquarters and support the operational needs of the department.
In accordance with Fresno Municipal Code Chapter 4, Article 1 and Administrative Order 6-19, staff sent out a request for Statement of Qualifications (SOQs) on September 19, 2025, via Planet Bids and published in The Business Journal. Six (6) SOQs were received and evaluated by staff. LPAS, Inc. was determined to be the most qualified and responsive based on SOQ and interview evaluations. Staff negotiated a fee of $1,250,000, with a contingency amount not to exceed $100,000, for the design services for this Project.
Staff recommends the City Council adopt the 30th Amendment to the Annual Appropriations Resolution No. 2025-179 appropriating $12,000,000, and approve the Consultant Services Agreement with LPAS, Inc. of Sacramento, California in the amount of $1,250,000, with a contingency amount not to exceed $100,000, for the design and preparation of construction documents for the Police Department Headquarters Renovation Project and authorize the Capital Projects Director or designee to sign the Agreement on behalf of the City of Fresno. The Consultant Services Agreement will be funded utilizing FY 2026 Police Department Police Capital Funds.
The City Attorney’s Office has reviewed and approved the Agreement as to form.
ENVIRONMENTAL FINDINGS
A Consultant Services Agreement for the design of plans and cost estimates is not a “project” pursuant to the California Environmental Quality Act (CEQA) guidelines § 15378.
LOCAL PREFERENCE
LPAS, Inc. is not a local business as defined by the Fresno Municipal Code. However, they were deemed the most qualified to perform the work associated with the Project.
FISCAL IMPACT
The Police Department Headquarters Renovation Project is located in Council District 3 and will have no impact to the General Fund. The Project is funded with Lease Revenue Bonds for Public Safety Projects appropriated in the FY26 Police Department Police Capital Fund. Adoption of the 30th Amendment to the AAR No. 2025-179 will appropriate the $12 million in lease revenue bonds for both design and construction of the project, and will fully fund the consultant services agreement.
