RECOMMENDATION

 

Staff recommends the City Council approve the Second Amendment to the Consultant Services Agreement (Agreement) with Akel Engineering Group, Inc., (Consultant) to extend the term of the Agreement from June 30, 2025 to June 30, 2026, and to allocate $50,000 from the total approved contingency amount of $64,000, and to increase the contract amount by $29,492 for professional engineering services relating to the Sanitary Sewer Master Plan (Project); and authorize the Director of Public Utilities, or designee, to sign the Second Amendment on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The California State Water Resources Control Board requires an up-to-date Master Plan for all collection systems. To accomplish this, on June 1, 2023, the City entered into an Agreement with the Consultant to prepare the Sanitary Sewer Master Plan. The Agreement expired on June 30, 2025, and additional time and budget is needed for the Consultant to complete the Project. This Second Amendment extends the term of the Agreement to June 30, 2026 and allocates $50,000 from the total approved contingency amount of $64,000 and increase the contract amount by $29,492 for a revised total contract amount of $737,492, inclusive of a $14,000 contingency.

 

BACKGROUND

 

The California State Water Resources Control Board requires that each municipality complete a Sewer System Management Plan (SSMP), a component of which is the Sanitary System Master Plan.  A prior Master Plan was completed in 2015 and adopted by the City Council in June of 2016. An update to the 2015 Plan is necessary to capture changes due to completed projects, the City’s growth over the past ten years, and identify new needs to meet the City’s expected buildout.

 

The Master Plan has three major components: (1) an accurate flow model, (2) a condition assessment of the system, and (3) a capital improvement plan. For the first task, the previous flow model was migrated to a current software platform and updated to reflect sewer system improvements that occurred over the previous ten years. Concurrently, the selected Consultant will complete the second task by analyzing photos and videos of sewer system components collected by the Department of Public Utilities Wastewater Division during routine maintenance and inspection, and operational data collected by online instrumentation. With the updated flow model and an understanding of the useful remaining life in various sewer system components, the Consultant will develop a capital improvement plan that will allow the City to reliably serve current and future customers. The work will be documented in a Master Plan that the Department of Public Utilities will use for future planning and budgeting efforts.

 

Additional time and funding is required to complete those activities and provide the Consultant time to finalize the Project. The Second Amendment would extend the term of the Agreement from June 30, 2025 to June 30, 2026 and increase the total contract amount to $737,492. 

 

The City Attorney has reviewed the Second Amendment and approved it as to form. Upon approval by the City Council, the Amendment will be executed by the Director of Public Utilities, or designee.

 

ENVIRONMENTAL FINDINGS

 

The Sanitary Sewer Master Plan is not a “project” as defined by Section 15378 of the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local Preference was not implemented because this is an amendment to an existing Consultant Services Agreement.

 

FISCAL IMPACT

 

There is no impact to the General Fund.  Funds for this study are included in the Wastewater Division’s Fiscal Year 2023 budget within the Wastewater Enterprise Fund 40501. The Master Plan is Citywide.
