RECOMMENDATION

 

Staff recommend that the City Council approve amendments to the grant agreements between the City of Fresno and FEOC/Advance Peace and authorize the City Manager or designee to execute all related documents.

 

EXECUTIVE SUMMARY

 

Staff are seeking approval for a third amendment to the VIPI Year 1 grant agreement between the City of Fresno and FEOC/Advance Peace dated February 1, 2023, to incorporate the Community Violence Intervention Vetting Policy and to revise the scope of services to reallocate unspent educational/skill development funding to salaries and benefits at no additional cost to the City.

 

Staff are also seeking approval for a first amendment to the VIPI Year 2 grant agreement between the City of Fresno and FEOC/Advance Peace dated June 26, 2024, to incorporate the Community Violence Intervention Vetting Policy and authorize the City Manager to execute all agreements and related documents on behalf of the City.

 

BACKGROUND

 

The Advance Peace program is a community violence intervention program housed with FEOC.  The Advance Peace program includes a Junior Fellowship program for at-risk youth ages nine to twenty-four (9-24). Junior Fellows participate in an 18-month program designed to provide wrap-around support to disrupt the cycle of violence.

 

On October 20, 2022, as part of the VIPI Year 1 grant recommendation process Council approved grants to local Community Based Organizations for projects that address violence intervention and prevention efforts, and the public health impacts of the COVID-19 pandemic through violence intervention and prevention efforts. FEOC/Advance Peace was awarded a one-year agreement totaling $375,000 in ARPA funding to provide violence prevention and intervention services for at-risk youth. The agreement was executed on February 21, 2023, and amended on February 21, 2024, to extend the grant term through May 31, 2024. A second amendment was executed on May 31, 2024, to extend the grant term through December 31, 2024.

 

On November 21, 2024, Council adopted the Community Violence Intervention Vetting Policy for community violence intervention work (ID 24-1565). Staff are seeking approval for a third amendment to incorporate the Community Violence Intervention Vetting Policy. The third amendment also revises the scope of services to reallocate $16,752.44 to salaries and benefits from the educational/skill development line item. This amendment results in no additional cost to the City and does not include any stipends.

 

On May 23, 2024, Council approved a second VIPI grant agreement with FEOC/Advance Peace awarding $375,000 in general funding for a one-year term. Staff are seeking a first amendment to the VIPI year 2 agreement to incorporate the Community Violence Intervention Vetting Policy.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378, this contract amendment does not qualify as a “project”, as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference is not applicable for this item because this is an amendment of an existing contract.

 

FISCAL IMPACT

 

The amendments will have no fiscal impact on the General Fund.
