RECOMMENDATION

 

Staff recommends that the City Council approve an agreement for professional engineering services with O’Dell Engineering, Inc. in the amount of $291,735, with a $29,174 contingency, for design and construction support services for the E Street Complete Streets Project from El Dorado Street to Ventura Avenue and authorize the Capital Projects Director or designee to sign the agreement on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The City applied for, and was awarded, Surface Transportation Block Grant (STBG) funds with the goal of rehabilitating the E Street pavement through a combination of grind and overlay and sections of full reconstruction where necessary. The City was awarded the STBG grant in December 2022 to pay for the preliminary engineering phase for the E Street Complete Streets Project, extending from El Dorado Street to Ventura Avenue. This project encompasses pavement rehabilitation and full pavement reconstruction, curb ramp improvements, and filling sidewalk gaps. Other improvements through the corridor will include reconfiguring the roadway by reducing the number of travel lanes allowing for the installation of buffered Class II bicycle lanes, and traffic signal modifications at the intersections of E Street/Fresno Street and E Street/Tulare Street to provide protected left turn phasing. These proposed enhancements will contribute to the safety across the roadway and bicycle/pedestrian facilities. The total contract amount for design and construction support services for this project is $291,735, with a $29,174 contingency.

 

BACKGROUND

 

The City of Fresno Public Works Department has identified the need for pavement rehabilitation and full pavement reconstruction along E Street, extending from El Dorado Street to Ventura Avenue. In February 2022, the City applied for STBG funds to encompass the design and construction support services of the E Street Complete Streets Project. This specific stretch of E Street, spanning approximately 1.28 miles, is in need for pavement rehabilitation and full pavement reconstruction. In addition, the project will include curb ramp improvements through the corridor, filling sidewalk gaps, reconfiguring the roadway by reducing the number of travel lanes allowing for the installation of buffered Class II bicycle lanes, and traffic signal modifications at the intersections of E Street/Fresno Street and E Street/Tulare Street. With the approval granted in December 2022, the City is now authorized to proceed with the preliminary engineering phase.

 

In accordance with Administrative Order 6-19, staff issued requests for Statements of Qualifications (SOQ) on December 15, 2023, through Planet Bids and the Business Journal. The Request for Qualifications (RFQ) was advertised for four weeks, resulting in the receipt of four SOQs. In January 2024, staff interviewed the four qualified consultants and O’Dell Engineering, Inc. was determined to be the most qualified and responsive. Staff negotiated a fee in the amount of $291,735, with a $29,174 contingency, for the preparation of plans, specifications, cost estimate, bidding support services, and construction support services for this project.

 

Staff requests that the City Council approve the agreement with O’Dell Engineering, Inc. in the amount of $291,735, with a $29,174 contingency for design and construction support services for the E Street Complete Streets Project and authorize the Capital Projects Director or designee to sign the agreement on behalf of the City.

 

The City Attorney’s Office has reviewed and approved the boilerplate agreement as to form.

 

ENVIRONMENTAL FINDINGS

 

The proposed action is not subject to environmental review under CEQA because it involves design and engineering services only and does not commit the City to a definite course of action that will have an impact on the environment.

 

LOCAL PREFERENCE

 

Local preference was not implemented for this project due to it being funded through a Federal STBG program, which precludes local preference.

 

FISCAL IMPACT

 

The E Street Complete Streets Project from El Dorado Street to Ventura Avenue is located in Council District 3. The project will not impact the General Fund. Design and construction support services costs will be paid by Federal STBG grant funds.
