Actions pertaining to Maxie L. Parks and Neilson Park Play Structure Improvements Project (Bid File No. 12501211), (Council District 3):
1. Adopt a finding of Categorical Exemption per staff’s determination, pursuant to Section 15301(d)/ Class 1 and 15302/Class 2 of the California Environmental Quality Act (CEQA) Guidelines, Environmental Assessment No. PC00367, for the Maxie L. Parks Play Structure Improvements Project;
2. Adopt a finding of Categorical Exemption per staff’s determination, pursuant to Section 15301(d)/ Class 1 and 15302/Class 2 of the California Environmental Quality Act (CEQA) Guidelines, Environmental Assessment No. PC00323, for the Neilson Park Play Structure Improvements Project;
3. Award a construction contract in the amount of $817,314.75 to Stockbridge General Contracting, Inc., of Clovis, California, as the lowest responsive and responsible bidder for the Maxie L. Parks and Neilson Park Play Structure Improvements Project.

RECOMMENDATIONS
Staff recommends that the City Council (1) adopt a finding of Categorical Exemption per staff’s determination, pursuant to Section 15301(d)/Class 1 of the California Environmental Quality Act (CEQA) Guidelines, Environmental Assessment No. PC00367, for the Maxie L. Parks Play Structure Improvements Project , (2) adopt a finding of Categorical Exemption per staff’s determination, pursuant to Section 15301(d)/Class 1 of the CEQA Guidelines, Environmental Assessment No. PC00323, for the Neilson Park Play Structure Improvements Project, and (3) award a construction contract to Stockbridge General Contracting, Inc., of Clovis, California, in the amount of $817,314.75, as the lowest responsive and responsible bidder for the Maxie L. Parks and Neilson Park Play Structure Improvements Project (Project), and authorize the Capital Projects Interim Director or designee to sign the standardized construction contract on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
The Capital Projects Department seeks to award a construction contract to Stockbridge General Contracting, Inc., following a competitive bidding process which identified them as the lowest responsive and responsible bidder in the amount of $817,314.75, for the Maxie L. Parks and Neilson Park Play Structure Improvements Project. The Project will construct improvements to enhance guest experience, safety and accessibility. Improvements include installation of shade sails, signage and accessibility improvements at the Maxie L. Parks Play Structure, as well as the replacement of mulch play surfacing with poured-in-place rubber surfacing, the replacement of play equipment, installation of shade sail structures, park benches, waste receptacles, signage, concrete flatwork and accessibility improvements at Neilson Park. The construction contract will utilize Fiscal Year (FY) 2025 Measure P, Category 1 funding allocations.
BACKGROUND
The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to construct new play equipment and shading as well as safety and accessibility improvements to enhance park guests experience at Neilson Park located southwest of Fruit Avenue and Kearney Boulevard, and the Maxie L. Parks Play Structure located southeast of Elm Avenue and California Avenue. The scope of work at Neilson Park includes installation of poured-in-place rubber surfacing, play equipment, shade sail structures, park benches, waste receptacles, signage, concrete flatwork and accessibility improvements. Additionally, the scope of work at the Maxie L. Parks Play Structure includes installation of shade sails, signage, concrete flatwork and accessibility improvements. The City entered into an agreement with O’Dell Engineering Inc., dated May 3, 2023, for design and preparation of construction documents for the Project.
A Notice Inviting Bids was advertised and published in the Business Journal, Planet Bids, and posted on the City’s website on November 27, 2024. The Project plans and specifications were distributed to sixty-four (64) prospective bidders and posted at thirteen (13) building exchanges. Five (5) sealed bid proposals were received and opened in a public bid opening on January 14, 2025, with bid amounts ranging from $817,314.75 to $885,779.87, Stockbridge General Contracting, Inc., was determined to be the lowest responsive and responsible bidder in the amount of $817,314.75. The bids will expire on March 19, 2025. If the bids are rejected or expire, the Project must be rebid which will result in a delay to the Project.
The Community Workforce Agreement (PLA), adopted by Council in September 2021, does not apply to this contract because the engineer’s estimate for this project was less than $1 million, pursuant to the terms of the PLA.

Parks Play Structure Improvements Project, adopt a finding of Categorical Exemption per staff’s determination, pursuant to Section 15301(d)/Class 1 of the CEQA Guidelines, Environmental Assessment No. PC00323, for the Neilson Park Play Structure Improvements Project, and award a construction contract to Stockbridge General Contracting, Inc., of Clovis, California, in the amount of $817,314.75 as the lowest responsive and responsible bidder for the Maxie L. Parks and Neilson Park Play Structure Improvements Project and authorize the Capital Projects Interim Director or designee to sign the contract on behalf of the City. The construction contact will utilize FY 2025 Measure P Funding allocations.
ENVIRONMENTAL FINDINGS
Staff performed an environmental assessment of these Projects and determined that they fall within the Categorical Exemption set forth in CEQA guidelines Section 15301(d)/Class 1 and 15302/Class 2 because the Projects include rehabilitation and minor alterations to existing facilities to meet current standards of public health, safety, and accessibility. The proposed Projects would lead to negligible or no expansion of use over the current use of the existing park facilities.
LOCAL PREFERENCE
Stockbridge General Contracting, Inc., is a local business, as defined by the Fresno Municipal Code.
FISCAL IMPACT
The Maxie L. Parks and Neilson Park Play Structure Improvements Project is located in Council District 3 and will have no impact to the General Fund. The Project will be funded utilizing FY 2025 Measure P, Category 1 appropriations.
