RECOMMENDATIONS

 

Staff recommends City Council award a services agreement in the amount of $1,204,814 to Partners in Control, Inc,. dba Enterprise Automation for the integration of Vijeo CitectSCADA Software and Modicon Unity Pro PLC Software for the Northeast Surface Water Treatment Facility (NESWTF).

 

EXECUTIVE SUMMARY

 

Due to continued technical problems, obsolescence, and lack of support for the existing Factory Link and Modicon Concept PLC SCADA software, a new supervisory control and data acquisition (SCADA) software system is required to effectively support the critical operation of the NESWTF. The integration of Vijeo CitectSCADA Software and Modicon Unity Pro PLC Software will resolve these technical issues.  Partners in Control, Inc., dba Enterprise Automation has been determined to be the lowest responsive and responsible bidder for the software integration services.  Funding for this services agreement is included in the FY2015 budget.

 

BACKGROUND

 

The NESWTF SCADA system currently consists of Factory Link SCADA software running on virtual server platforms. The NESWTF Programmable Logic Controllers (PLC) currently consists of Modicon Concept 2.5 running on a Modicon Quantum Processor. Due to continued technical problems, obsolescence, and lack of support for the existing Factory Link and Modicon Concept PLC SCADA software, a new SCADA software system is required to effectively support the critical operation of the NESWTF. Vijeo CitectSCADA Software and Modicon Unity Pro PLC Software were previously integrated to operate the Water Division’s groundwater pump stations.  To resolve the technical issues at the NESWTF, a software integrator is needed to successfully complete the project.  The scope of work includes integrating all existing Water Division SCADA/PLC databases, existing PLC tags, and data logging with the new software. The integrator will develop the new SCADA/PLC system to be redundant with hot standby capabilities in case of a single point failure, and include development of all Human Machine Interface screens, Historian Database, Inputs/Outputs Trending, Alarm Database, and active operator messaging. The development and installation of the new Vijeo CitectSCADA and Modicon Unity Pro software, which has already been purchased for this project, will be on existing City hardware.

 

A Notice Inviting Bids was published on April 1, 2015, per the City of Fresno Charter Section 1208. Ten Building Exchanges were faxed the Notice Inviting Bids, and 19 specifications were distributed to prospective bidders. The bid opening was on May 12, 2015, and the bid will expire on August 10, 2015. Only one bid was received, which was below the engineer’s estimate of $1,300,000.  The sole bidder was Partners In Control, Inc., dba Enterprise Automation for $1,204,814, which is considered the lowest responsive and responsible bidder. The Notice of Staff Determination of Contract Award was posted on the City’s website on June 5, 2015.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 the award of this services agreement does not qualify as a “project” for the purposes of the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference was not implemented because the number of local bidders capable of providing the service is less than three.

 

FISCAL IMPACT

 

Funds for this project were included in the Water Division’s FY2015 Capital Improvement Program budget within the Water Enterprise Fund (40101). Funding for the project was included in the water rate model used to create the five-year utility rate plan and subsequently adopted by City Council on February 26, 2015.
