Actions pertaining to the California For All Animals Shelter Assistance Program Sniptember Grant:

1.                     Authorize the City Manager to accept $182,200 in grant funding from the Regents of the University of California on behalf of its Davis Campus School of Veterinary Medicine on behalf of its Koret Shelter Medicine Program in connection with the California for All Animals statewide animal shelter assistance program for the Animal Center Sniptember Grant.

RECOMMENDATION

 

Staff recommends Council approves all actions related to the acceptance of the California for All Animals Shelter Assistance Program Sniptember Grant for the Fresno Animal Center. 

 

EXECUTIVE SUMMARY

 

In September of 2022, the University of California, Davis Campus, Koret Shelter Program with funding from the California for All Animals Shelter Assistance Program, awarded the City’s animal control services provider, Fresno Humane Animal Services (FHAS), a grant totaling $443,000 to partner with Animal Balance, a California Public Benefit Nonprofit Corporation, to expand spay and neuter capacity in Fresno.  In April of 2023, FHAS notified the City of Fresno of its intent to not renew the operating agreement. Through the approval of these actions, Council will authorize the acceptance of the $182,200 in remaining unspent grant funds to the City of Fresno Animal Center previously awarded to Fresno Humane Animal Services.

 

BACKGROUND

 

Due to the severity of the Veterinary staff shortage being experienced in the nation, in September of 2022 the University of California, Davis Campus, Koret Shelter Program with funding from the California for All Animals Shelter Assistance Program, awarded the City of Fresno’s operator, Fresno Humane Animal Services a total of $443,000 in grant funds to expand spay/neuter capacity with Animal Balance, a global non-governmental organization whose mission is to partner with communities to create sustainable and humane non-human animal management programs.  Over the last seven months, Animal Balance has conducted five 3-day clinics at the Fresno Animal Center, staffed by California Licensed Veterinarians and veterinary staff from various states in the Country, and with the help of volunteers and animal center staff has altered nearly 1,000 animals including community feral cats managed by local non-profits. 

 

In April of 2023, FHAS notified the City of Fresno of its intent to not renew the animal control services agreement. Through the approval of these actions, the remaining unspent balance of $182,200 in grant funds will be reallocated from the operator, FHAS, to the new City of Fresno Animal Center Department.  The remaining funding is scheduled to sunset in April 2024 and alter an additional 1,000 animals in the community.

 

Approval of these actions will allow Animal Balance to continue providing spay and neuter services for the animals at the center and feral cat colonies in the community.
