Title
Actions pertaining to the Roeding Park Court Repurposing Project (Bid File No. 12501202), (Council District 3):
1. Adopt a finding of Categorical Exemption per staff’s determination pursuant to section 15301/Class 1 of the California Environmental Quality Act (CEQA) Guidelines for the Roeding Park Court Repurposing Project;
2. Award a construction contract in the amount of $1,228,145.00 for the Base Bid plus all three (3) Add Alternates, with Avison Construction, Inc. of Madera, California as the lowest responsive and responsible bidder for the Roeding Park Court Repurposing Project.

RECOMMENDATIONS
Staff recommends City Council (1) adopt a finding of Categorical Exemption per staff’s determination pursuant to Section 15301/Class 1 of the California Environmental Quality Act (CEQA) Guidelines, (2) award a construction contract in the amount of $1,228,145.00 for the Base Bid plus all three (3) Add Alternates, to Avison Construction, Inc. of Madera, California as the lowest responsive and responsible bidder for the Roeding Park Court Repurposing Project (Project), and authorize the Capital Projects Director or designee to sign the standardized construction contract on behalf of the City of Fresno (City).
EXECUTIVE SUMMARY
The Capital Projects Department (CPD) seeks to award a construction contract to Avison Construction, Inc. following a competitive bidding process which identified them as the lowest responsive and responsible bidder in the amount of $1,228,145.00 for the Base Bid plus all three (3) Add Alternates for the Roeding Park Court Repurposing Project. The scope of work includes the repurposing of three existing tennis courts into four pickleball courts and two multi-stripe (futsal/basketball) courts, installation of shade structures, a drinking fountain, accessible paths of travel, picnic tables and benches. The Project will be funded utilizing Fiscal Year 2025 appropriations from Measure P, Category 1 funding.
BACKGROUND
Roeding Park is located on the southwest corner of Olive Avenue and Golden State Boulevard. The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to repurpose three existing tennis courts into four pickleball courts and two multi-stripe (futsal/basketball) courts. The Project will support the growth of the pickleball and futsal community in the surrounding area and will cultivate an environment that promotes health and social interaction.
On August 10, 2023, Council approved a Consultant Services Agreement with Quad Knopf, Inc., to develop construction drawings for the Project. CPD now seeks to award a construction contract to construct the proposed improvements.
A Notice Inviting Bids was advertised and published on the City’s website and Planet Bids on December 09, 2024. The Project plans and specifications were distributed to 56 prospective bidders and posted at Nine (9) Building Exchanges. Six (6) sealed bid proposals were received and publicly opened on January 14, 2025, with the responsive bid amounts for the Base Bid plus all three (3) add alternates ranging from $1,228,145.00 to $1,522,237.00 Avison Construction, Inc. of Madera, California was determined to be the lowest responsive and responsible bidder. The bids will expire on March 19, 2025. If the bids are rejected or expire, the Project must be rebid which will result in a delay and increased cost to the Project.
This contract is subject to the Community Workforce Agreement (PLA), adopted by Council in September 2021. The Contractor shall become signatory to the PLA by executing the Agreement To Be Bound.
Staff recommends that Council adopt a finding of Categorical Exemption pursuant to section 15301/Class 1 of the CEQA Guidelines and award a construction contract in the amount of $1,228,145.00 for the Base Bid plus all three (3) Add Alternates, to Avison Construction, Inc. of Madera, California as the lowest responsive and responsible bidder for the construction of the Roeding Park Court Repurposing Project, and authorize the Capital Projects Director or designee to sign a standardized construction contract on behalf of the City. The Project will be funded utilizing Fiscal Year 2025 appropriations from Measure P, Category 1 funding.
The City Attorney’s Office has reviewed and approved the contract documents as to form.
ENVIRONMENTAL FINDINGS
Staff has reviewed the scope and nature of this Project and determined that the Project is categorically exempt from the requirements of CEQA pursuant to Section 15301/Class1. Staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this Project. Staff recommends that Council, based upon its own independent judgment, adopt a finding of a Categorical Exemption per Staff determination, pursuant to Section 15301, Class 1 of the CEQA Guidelines for the Roeding Park Court Repurposing Project.
LOCAL PREFERENCE
Avison Construction, Inc. is a local business, as defined by the Fresno Municipal Code.
FISCAL IMPACT
The Roeding Park Court Repurposing Project is in Council District 3 and will have no impact to the General Fund. The Project will be funded utilizing Fiscal Year 2025 appropriations from Measure P, Category 1 funding.
