Staff recommends that Council approve an agreement with Jeff Katz Architecture of San Diego, CA in the amount of $465,000 with a contingency amount not to exceed $15,000 for the design of plans, cost estimates and general construction documents for the Fire Station No. 18 project and authorize the Public Works Director or his designee to sign and execute the standard contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
In July 2008, the City hired an architectural firm for the design of permanent Fire Station 18. The original scope involved a two-story fire station along the south side of Shaw Avenue west of Bryan Avenue. Due to the downturn in the economy, the project was postponed and the consultant agreement canceled. Since that time, the building codes have changed and the City has purchased additional property adjacent to the originally planned site, to allow for a more efficient, cost-effective design of Fire Station 18. The Consultant Agreement with Jeff Katz Architecture is for the design of plans, cost estimates and general construction contract documents for the permanent fire station. The design phase will require approximately one year to complete, allowing for construction to occur as soon as full funding becomes available.
BACKGROUND
On November 6, 2007 Council adopted Resolution No. 2007-371 declaring the official intent of the city of Fresno to reimburse certain expenditures from proceeds of indebtedness. Construction of the new Fire Station No. 18 was also identified within Resolution No. 2007-371 as a Phase I immediate needs project as identified in the 2025 Public Safety Needs Assessment. The City entered into an agreement with Taylor Teter, LLP on July 15, 2008 for the design of and preparation of general construction documents. However, due to the downturn in the economy the consultant agreement with Taylor Teter, LLP was cancelled and the construction of the new Fire Station No. 18 never took place. Since that time, the building codes have changed and the Fire Department has acquired additional land to enable a much more cohesive design. This Consultant Agreement with Jeff Katz Architecture will allow the development of the construction plans and specifications to construct new Fire Station No. 18. In accordance with A.O. 6-19 Public Works distributed requests for Statements of Qualifications (SOQ’s) to various firms dated December 4, 2015 and interviews were performed the week of February 8, 2016.
To accomplish this need, the Public Works Department is requesting the approval of the agreement with Jeff Katz Architecture and the authorization of the Public Works Director or his designee to sign and execute the standard contract on behalf of the City of Fresno. The agreement is for the design and preparation of plans and specifications for construction of the new Fire Station No. 18 for a total fee of $465,000 and a contingency amount not to exceed $15,000. The not to exceed contingency amount of $15,000 is for all reimbursable expenses such as printing, postage or delivery charges.
ENVIRONMENTAL FINDINGS
Design of plans and cost estimates is not a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15378.
LOCAL PREFERENCE
Not utilized as the Consultant selection is based on the most qualified and not fee based.
FISCAL IMPACT
The design of the new Fire Station No. 18 was approved in the adopted FY2017 budget for the Fire Department.
