RECOMMENDATION
 
Staff recommends that the City Council approve the appropriation of $36,000 in grant funds from the Fresno Madera-Area Agency on Aging (FMAAA).  The additional grant resources will go toward purchasing supplies and equipment for the six (6) Senior Hot Meals program (Program) sites.            
 
EXECUTIVE SUMMARY
 
The PARCS Department has been awarded $36,000 of "one time only" (OTO) grant funds from FMAAA that will allow PARCS staff to purchase additional supplies and equipment for the Program.  With the additional resources PARCS will upgrade refrigerators, steam tables, ice machines, exercise equipment, gardening tools and equipment, and leisure learning supplies. The ability to purchase new equipment and supplies will benefit the program because it will provide an opportunity for replacing old obsolete equipment that is used for meal service delivery and add new recreation and enhance volunteer led programs for seniors that include gardening, knitting, ceramics, water aerobics and chess. Attached is a list of items to be purchased and the locations where they will be used.
 
 
BACKGROUND
 
The PARCS Department has partnered with FMAAA since 1994 as a site meal service provider. FMAAA has provided the PARCS Department OTO grant funding and Federal Stimulus funding in the past.  With this OTO funding parks has been able to purchase equipment and add programming and services, which has benefited the program.
 
The PARCS Program operates a high quality experience for older adults, which serves lunch at six (6) sites throughout Fresno on a Monday through Friday schedule.  A nutritious healthy daily congregate meal is provided to seniors at a minimal cost and seniors are provided an environment where social, emotional, and physical needs are met through activities, presentations and events.  
 
Staff provides activities and opportunities that enable seniors to participate in leisure learning, special events and dances.  By creating a welcoming and professional-caring program culture the Program has provided an environment where seniors are on the move and engaged.  Through volunteers and staff involved in work experience, programs in technology, education and exercise are provided on a regular basis. These programs ensure continual learning, which enables seniors to be healthy and active while enjoying a quality of life.
 
FMAAA periodically gives additional budgetary funding to agencies to provide resources to enhance programs.  These resources are used to increase participation and interest. Knitting, exercise, ceramics, chess, dances and gardening are areas of interest for seniors and are activities that they look forward to participating in at the sites.
 
 
ENVIROMENTAL FINDINGS
 
The Program provides nutrition and activities at existing PARCS sites.  By definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item does not qualify as a "project" for the purposes of CEQA.
 
LOCAL PREFERENCE
 
The Program is grant funded and does not include a bid or award of a construction or service consultant.
 
FISCAL IMPACT
 
Acceptance of the grant funds will have no net impact on the General Fund as a total of $36,000 is available from the Older Americans Act Title III C1 grant funds from the Fresno Madera-Area Agency on Aging (FMAAA).
