Title
Actions pertaining to updating proprietary hardware and software on passenger boarding bridges at Fresno Yosemite International Airport (Council District 4)
1. Adopt a finding of Categorical Exemption pursuant to Article 19, Section 15301(d) (Existing Facilities), Class 1 of the California Environmental Quality Act (CEQA) Guidelines for the Fresno Yosemite International Airport - Passenger Boarding Bridge Update Project.
2. RESOLUTION - Authorizing the Director of Aviation to execute a contract with John Bean Technologies Corporation, dba JBT AeroTech, for the purchase and installation of HMI controller upgrade kits for six (6) passenger boarding bridges at Fresno Yosemite International Airport without advertised competitive bidding under the sole source exception.
3. Award a contract to John Bean Technologies Corporation, dba JBT AeroTech, to update six (6) passenger boarding bridges at Fresno Yosemite International Airport, in the amount of $368,950.24.

RECOMMENDATIONS
In matters pertaining to the Passenger Boarding Bridge Update Project (Project) at Fresno Yosemite International Airport (FAT), staff recommends that Council: (i) Adopt a finding of Categorical Exemption pursuant to Article 19, Section 15301 (Existing Facilities), Class 1(d) of the California Environmental Quality Act (CEQA) Guidelines, (ii) Adopt a sole source resolution authorizing the Director of Aviation to execute a contract with John Bean Technologies Corporation, dba JBT AeroTech, and (iii) Award a contract to John Bean Technologies Corporation, dba JBT AeroTech, in the amount of $368,950.24.
EXECUTIVE SUMMARY
FAT utilizes powered passenger boarding bridges (PBB) at the six passenger gates in the upper level Concourse (Concourse). All six PBBs were manufactured and installed by JBT AeroTech. The system that controls operation of the PBBs, referred to as Human-Machine Interface (HMI), is at the end of its useful life and the software is no longer supported. HMI hardware and software compatible with the existing proprietary supervisory control and data acquisition (SCADA) and monitoring system are only available from the original manufacturer. The Project will restore maintainability and improve functionality to all six PBBs by upgrading the current HMI hardware and software. The proprietary nature of the replacement and existing systems necessitates procurement from a sole source.
BACKGROUND
In 2002, four (4) PBBs were installed at passenger gates 11, 12, 14, and 15 during the Concourse expansion project. Two (2) additional PBBs were installed at passenger gates 16 and 17 in 2006. Over time certain proprietary electronic components have required repair or replacement including elements of the HMI controllers which are no longer available from the original equipment manufacturer. This situation forced Airport staff to locate and purchase used parts to ensure the PBBs remain operational. In an effort to extend the useful life of the PBBs, Airports purchased all available used compatible HMI controller parts. It is now time for an upgrade to ensure continued operation of the PBBs. This is a customer service and safety enhancement as inoperable PBBs causes airlines to employ ground loading operations.
The project includes replacing HMI controllers and software with PLC to PC upgrade kits on the four (4) original PBBs and updating the newest two (2) PBBs with the latest HMI controllers and software, all of which are current versions, maintained and supported by the manufacturer. These updates are compatible with the existing PBBs SCADA and monitoring systems.
Airports coordinated this effort with the Purchasing Division and the City Attorney’s Office has reviewed and approved as to form the Sole Source Resolution.
ENVIRONMENTAL FINDINGS
Staff has determined that this Project falls within the Class 1 Categorical Exemptions set forth in the California Environmental Quality Act (CEQA) Guidelines, Section 15301(d)/Class 1 (Existing Facilities), as it involves the repair of existing facilities and negligible or no expansion of an existing use.
LOCAL PREFERENCE
Local preference was not considered since the parts required for repairing the existing equipment are proprietary.
FISCAL IMPACT
The Project is part of Airports ongoing commitment to ensure FAT is operationally ready and provides the airlines with the tools necessary to accommodate the traveling public in the most efficient and convenient manner possible. Airports Department Adopted FY16 Budget provides $300,000 of appropriation authority for this Project, which was based on conceptual project estimates available when the FY16 Budget was developed. Upon completion of detail design a final cost of $368,950.24 was negotiated with the vendor. An appropriations transfer from the Airport’s Repair/Replace budget will provide the additional appropriation authority to encumber the entire Project in FY16. There is no impact to the General Fund from this action.
