2.                     Approve Amendment No.1 to the Measure C Cooperative Project Agreement with the Fresno County Transportation Authority for the widening of Peach Avenue from Church Avenue to Jensen Avenue in the amount of $604,000 (Urban project I-2D).

RECOMMENDATION

 

Staff recommends that the Council approve Amendment No.1 to the Measure C Cooperative Project Agreement with the Fresno County Transportation Authority (FCTA) for street improvements along Peach Avenue from Florence Avenue to Church Avenue in the amount of $51,000 (Urban project I-2C); approve Amendment No.1 to the Measure C Cooperative Project Agreement with the FCTA for the widening of Peach Avenue from Church Avenue to Jensen Avenue in the amount of $604,000 (Urban project I-2D); and authorize the Public Works Director or designee to execute the amendments on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The Peach Avenue Florence to Church Project (Measure C Urban Tier 1 Project I-2C) and the Peach Avenue Church to Jensen Project (Project I-2D) had funding approved in the Short-Term Regional Transportation Program in 2016. The two projects are part of the Peach Avenue corridor designated as an Urban Tier 1 regional project in the 2006 Measure C Expenditure Plan.  The Council approved the original funding agreements for the preliminary engineering phase of these two projects on February 1, 2024. The projects will soon be entering the right-of-way acquisition phase and approval of the amendments will allow the projects to proceed with right-of-way phase of work.

 

BACKGROUND

 

In November 2006, the voters approved a 20-year extension of Measure C, the Countywide half-cent sales tax for transportation. The 2006 Measure C Expenditure Plan included a number of Tier 1 Urban Regional projects, one of those being Peach Avenue.

 

The I-2C Urban project, for Peach Avenue Florence to Church, and I-2D Urban project, for Peach Avenue Church to Jensen had funding approved by the FCTA in the Short-Term Regional Transportation Program. On February 1, 2024, the Council approved the original funding agreement to begin the Preliminary Engineering phase of work for these two projects. The projects are now ready to proceed with the Right of Way phase, which in turn requires the cooperative agreements be amended.

 

Peach Avenue improvements between Florence to Church Avenues will improve Peach Avenue to a 4-lane arterial, including traffic signal modifications at Church Avenue and installation of accessible curb ramps, sidewalks, signing and striping.

 

Peach Avenue improvements between Church and Jensen Avenues include widening Peach Avenue to a divided four-lane arterial, featuring median landscaping, protected left-turn lanes, bike lanes, curb and gutter, sidewalks, landscaping, irrigation, streetlights, and modifications to existing traffic signal facilities at Church and Jensen.

 

The City Attorney’s Office has reviewed and approved the Cooperative Project Amendments as to form.

 

ENVIRONMENTAL FINDINGS

 

This amendment approval for the cooperative project agreements is not subject to CEQA at this time.

 

LOCAL PREFERENCE

 

Local preference is not applicable to this agreement.

 

FISCAL IMPACT

 

This request will have no impact to the General Fund. The projects are located in Council District 5. All project costs for the right-of-way acquisition will be paid using Measure C and local matching funds satisfied through development impact fees.
