RECOMMENDATIONS

 

Staff recommends that City Council approve the First Amendment to the Consultant Services Agreement with Carollo Engineers, Inc., (Carollo), to expand the scope of services, increase the original contract amount of $906,350 by $24,681, for a total amended contract amount of $931,031, and extend the term of the contract from August 15, 2020 to March 31, 2022, for professional civil engineering services for the Fresno-Clovis Regional Wastewater Reclamation Facility Waste Gas Flare Improvement (Project); and authorize the Director of Public Utilities, or designee, to sign the Amendment on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

A Consultant Services Agreement was awarded to Carollo to provide civil engineering design services for the Project.  The Project Scope of Work was expanded to incorporate updates to the equipment numbering designations within the project piping and instrumentation diagrams which will allow the numbering to match the existing plant equipment identification nomenclature.  The Project also requires an adjustment to the consultant’s Agreement time of completion to March 31, 2022 due to necessary completion of the Project’s California Environmental Quality Act (CEQA) environmental documents, related to the original scope of the project. The CEQA study is being completed by a separate outside consultant that was hired once the need for the study was identified.

 

BACKGROUND

 

On January 17, 2019, the City entered into a Consulting Services Agreement with Carollo for professional civil engineering services for development of Project Plans and Specifications. The Project Scope of Work is expanded to incorporate updates to the equipment numbering designations within the project piping and instrumentation diagrams which will allow the numbering to match the existing plant equipment identification nomenclature. A Project time extension is required to accommodate securing of a separate outside consultant for completion of CEQA environmental documents related to the original scope of work, prior to award of the Project’s construction contract. This First Amendment will extend the Consultant Services Agreement to March 31, 2022, and increase the original contract amount of $906,350 by $24,681, for a total contract amount of $931,031. Completion of these tasks will provide an avenue to ensure flare emissions at the Regional Wastewater Reclamation Facility are compliant with San Joaquin Valley Air Pollution Control District regulations.

 

The City Attorney’s Office has reviewed and approved as to form this First Amendment to the Agreement. Upon approval by the City Council, the First Amendment to Agreement will be executed by the Director of Public Utilities, or his designee.

 

ENVIRONMENTAL FINDINGS

 

Pursuant to CEQA Guidelines Section 15378(b)(5), this is not a “project” for the purpose of CEQA, as this is an organizational or administrative action of the government that will not result in a direct or indirect physical change in the environment.

 

LOCAL PREFERENCE

 

Local preference does not apply to this action because this is an amendment to an existing consultant services agreement.

 

FISCAL IMPACT

 

There is no impact to the General Fund.  This Project is located in Council District 3.  Funds for this First Amendment are budgeted in Fiscal Year 2019 and available in the Wastewater Enterprise Fund 53302.
