RECOMMENDATION
Staff recommends the City Council approve the resolution adopting the 11th Amendment to the Annual Appropriation Resolution No. 2026-159 Appropriating $9,756,800 from the Homeless Housing, Assistance, and Prevention Program, Round 6 (HHAP-6) to support interim shelter operations, youth shelter operations, homeless management information systems (HMIS), and administrative costs.
EXECUTIVE SUMMARY
The City of Fresno received a HHAP-6 allocation of $10,491,196.56. Council authorized the application and joint MOU with the Fresno Madera Continuum of Care (FMCoC), Fresno County, and Madera County on July 17, 2025. The application was submitted on August 28, 2025, and the award was confirmed on February 23, 2026. Funds will support ongoing interim housing programs.
An AAR is required to appropriate $9,756,800 that was not originally allocated in the FY2027 budget.
BACKGROUND
California’s Homeless Housing, Assistance, and Prevention (HHAP) program provides flexible grants to reduce homelessness through expanding shelter capacity, preventing unsheltered homelessness, and delivering housing-focused services tailored to local needs. Fresno has received allocations across five HHAP rounds totaling over $40 million. HHAP-6, a $760 million statewide program, focuses on preventing and reducing unsheltered homelessness and sustaining interim and permanent housing.
As required by the State of California, the City of Fresno, FMCoC, County of Fresno, and County of Madera collaborated to develop the Regionally Coordinated Homelessness Action Plan, informed by six public stakeholder meetings. The plan outlines roles, 44 regional action steps, equity strategies, and sustainability approaches to address homelessness and a spending plan for these HHAP funds. An MOU formalizing participation was approved July 17, 2025.
Fresno’s HHAP-6 allocation is $10,491,196.56. The City is eligible to request the first disbursement (50%) inasmuch as we have met all contractual and expenditure benchmarks for HHAP Rounds 1-5. The City will request the second disbursement once it meets the obligation and expenditure requirements, which must occur no later than June 30, 2027.
ENVIRONMENTAL FINDINGS
This is not a project as defined by the California Environmental Quality Act.
LOCAL PREFERENCE
Local preference is not applicable.
FISCAL IMPACT
This resolution will have no general fund impact and will be funded through State funds.
