RECOMMENDATION
 
Staff recommends that the City Council approve a consultant agreement with Peters Engineering Group of Clovis, in the amount of $71,723, with a contingency amount of $10,000 (total not to exceed $81,723), to provide construction plans and general specifications for Herndon Avenue Westbound Widening to three lanes from Brawley Avenue to Blythe Avenue.
 
EXECUTIVE SUMMARY
 
The City of Fresno Department of Public Works received Federal Surface Transportation Program (STP) and Measure "C" Tier 1 funding to widen westbound Herndon Avenue from Brawley Avenue to Blythe Avenue to three (3) travel lanes.  This consultant agreement allows the City to retain the design services of Peters Engineering Group, to prepare necessary construction plans, construction contract documents and to provide bidding and construction engineering services. This consultant agreement is reimbursable under the Fresno County Transportation Authority (FCTA) agreement that was previously approved by Council. The project will widen westbound Herndon Avenue from Brawley Avenue to Blythe Avenue as well as construct a class I multipurpose trail, landscaping and irrigation along the north side of Herndon Avenue.    
 
BACKGROUND
 
This project is the next phase to widen Herndon Avenue to six travel lanes from State Route 99 to Willow Avenue to meet the traffic demand.  The project will widen westbound Herndon Avenue from Brawley Avenue to Blythe Avenue to provide three travel lanes.  The project will also include construction of Class I Multipurpose Trail segments as well as landscape and irrigation installation along the bike trail alignments.
 
Per Administrative Order 6-19, Public Works staff advertised in a local publication and posted on the City's website, a notice requesting a statement of qualifications from prospective consultants. The advertising efforts resulted in two prospective consultants being interviewed.  Peters Engineering Group was selected to provide professional engineering services to prepare construction plans and general construction contract documents as well as provide bidding and construction engineering services.  Staff negotiated a fee of $71,723 with a $10,000 contingency (total not to exceed $81,723) for the consultant's services.
 
The costs of this agreement are reimbursable under the STP and Measure "C" Tier 1 grants. Design will begin in January 2015 and take approximately six months to complete. Construction of the improvements is currently scheduled to begin in the Spring of 2016.
 
ENVIRONMENTAL FINDINGS
 
By the definition provided by California Environmental Quality Act (CEQA) Guidelines section 15378, this item does not qualify as a "project" for the purposes of CEQA.
 
LOCAL PREFERENCE
 
Local preference was not implemented based on conditions of the federal STP grant.
 
FISCAL IMPACT
 
The City received $820,000 of STP funding and $108,205 Measure "C" Tier 1 funding. The agreement is accounted for in the FY 2014/15 budget and will be funded by both funding sources.  This project will have no impact to the City's General Fund.
