Staff recommends that the City Council approve an agreement for professional engineering services with BKF Engineers, Inc. for $140,465, with a $17,000 contingency, for design and construction support services for the Herndon Avenue Overlay Project from Valentine Avenue to Marks Avenue and authorize the Capital Projects Director or designee to sign the agreement, and any future amendments on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The City is proposing to initiate a paving project along Herndon Avenue between Valentine Avenue and Marks Avenue to rehabilitate the roadway and extend the life of this highly traveled corridor. This project encompasses pavement rehabilitation and full-depth reconstruction, updated signage, restriping, and curb ramp improvements. The total contract amount for design and construction support services for this project is $140,465, with a $17,000 contingency. The project is fully funded by a Federal Surface Transportation Block Grant (STBG) and local SB1 Road Maintenance and Rehabilitation Account (RMRA) funding.
BACKGROUND
The City of Fresno Public Works Department has identified the need for pavement rehabilitation and full-depth reconstruction along Herndon Avenue, extending from Valentine Avenue to Marks Avenue. In September 2021, the City applied for Federal STBG funds for the design and construction of the Herndon Avenue Overlay Project. This specific stretch of Herndon Avenue, spanning about 0.35 miles from Valentine Avenue to Marks Avenue, is in need of a major paving project to extend the life of the roadway. Moreover, the project entails updated signage, restriping, and enhancements to curb ramps at two intersections. With the STBG funding approved in December 2022, the City allocated matching funds from SB1 Road Maintenance and Rehabilitation Account (RMRA) and is now authorized to proceed with the preliminary engineering phase.
In accordance with Administrative Order 6-19, staff issued requests for Statements of Qualifications (SOQs) on April 28, 2023, through Planet Bids and the Business Journal. The Request of Qualification (RFQ) was advertised for four weeks, resulting in the receipt of four SOQs. In May 2023, staff interviewed the top three qualified consultants, and BKF Engineers, Inc. was determined to be the most qualified and responsive. Staff negotiated a fee of $140,465, with a $17,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services, and construction support services for this project.
Staff requests that the City Council approve the agreement with BKF Engineers, Inc. for $140,465, with a $17,000 contingency, for design and construction support services for the Herndon Avenue Overlay Project and authorize the Capital Projects Director or designee to sign the agreement, and any future amendments on behalf of the City.
The City Attorney’s Office has reviewed and approved the agreement as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract is not a “project.”
LOCAL PREFERENCE
Local preference was not implemented for this project due to it being funded through a Federal STBG program, which precludes local preference.
FISCAL IMPACT
This project is located in Council District 2 and will not impact the General Fund. Design and construction support services will be paid for by the Federal STBG and local SB1 RMRA funds included in the adopted fiscal year budget for the Public Works Department.
