RECOMMENDATION

 

It is recommended that Council adopt the Seventh Amendment to the Fiscal Year 2025 Salary Resolution No. 2024-120 to add the new classifications of Airports Public Safety Agent I, Airports Public Safety Agent II, Senior Airports Public Safety Agent and Firearms & Digital Forensics Technician and their respective salary step plan range in Exhibit 3, Unit 3, Non-Supervisory White Collar (FCEA); and amend Exhibit 13-1, Unit 13, Exempt Supervisory and Professional (CFPEA) by retitling the Forestry Supervisor I and Forestry Supervisor II to Urban Forestry Supervisor I and Urban Forestry Supervisor II, and increasing the monthly salary step plan range for Urban Forestry Supervisor II, effective December 2, 2024.

 

EXECUTIVE SUMMARY

 

In collaboration with the respective departments, Personnel Services is modifying the Salary Resolution as follows:

 

                     In an effort to better serve the Airports Department and its customers, Personnel Services has created the new class series of Airports Public Safety Agent I, Airports Public Safety Agent II, Senior Airports Public Safety Agent.  These positions will perform non-sworn enforcement duties within Airports facilities.  The salary step plan range for Airports Public Safety Agent I, Step A - E will be $4,024 - $4,820 monthly; the salary step plan range for Airports Public Safety Agent II, Step A - E will be $4,415 - $5,303 monthly; and the salary step plan range for Senior Airports Public Safety Agent, Step A - E will be $4,866 - $5,845 monthly.

 

                     As a result of a reclassification study, a new classification of Firearms & Digital Forensics Technician was developed.  The incumbent will perform firearms testing and digital media extractions.  The salary step plan range for Firearms & Digital Forensics Technician, Step A - E will be $5,122 - $6,169 monthly.

 

                     Also as a result of a reclassification study, Personnel Services is retitling the Forestry Supervisor I and Forestry Supervisor II positions to Urban Forestry Supervisor I and Urban Forestry Supervisor II consistent with industry standards.  In addition, it is recommended to increase the Urban Forestry Supervisor II monthly salary step plan range, Step A - E, by approximately 18.5% from $5,452 - $6,603 to $6,462 - $7,823 monthly. 

 

These actions will not require additional appropriations by the departments. The City has provided notice to the respective bargaining units and has met its meet and confer obligation.

 

BACKGROUND

 

The Personnel Services Department, in conjunction with the Airports Department have created the airport public safety agent series to perform non-enforcement duties within the Airports facilities.  Responsibilities include monitoring ground airport traffic, escalators, and gates; enforcing curb traffic, safety and security rules and regulations; reporting safety hazards, unattended baggage and suspicious activities; providing assistance, direction, and customer service to the public; and conducting vehicle inspections, checking badges and vehicle permits. Upon approval, the department will convert vacant positions to these new classifications, and we will begin our recruitment efforts.

 

As a result of a reclassification study, a new classification of Firearms & Digital Forensics Technician was developed in the Police Department.  The review determined that the incumbent is primarily focused in reviewing firearms and assisting in performing extractions of digital media devices including computers, digital video recording systems, electronically stored media and cellular phones associated with criminal investigations.  Therefore, it was necessary to create this new classification to better identify the work being performed.  Upon the satisfactory completion of all necessary background required of this position, one (1) incumbent will be reclassified to this new position.   

 

At the request of the Public Works Department, Personnel Services completed a classification study of one (1) Forestry Supervisor I incumbent.  As a result, it is recommended to retitle and update the Forestry Supervisor I and Forestry Supervisor II classification series which primarily supervise the City’s Municipal Tree Maintenance Program.  Forestry Supervisor I and Forestry Supervisor II will be retitled to Urban Forestry Supervisor I and Urban Forestry Supervisor II consistent with industry standards for comparable classifications.  

 

In addition, the salary step plan range for Urban Forestry Supervisor II is being updated based on internal alignment.  The current pay scale for Forestry Supervisor I and Forestry Supervisor II should be aligned with Parks Supervisor I and Parks Supervisor II, respectively.  With this action, the salary step plan range for Urban Forestry Supervisor II is being updated to align appropriately with Parks Supervisor II.  Upon approval, one (1) Forestry Supervisor I incumbent will be reclassified to Urban Forestry Supervisor II.

 

The City provided notice to the respective bargaining units and has met its meet and confer obligation.

 

The City Attorney’s Office has approved the Seventh Amendment to Salary Resolution No. 2024-120 as to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.

 

LOCAL PREFERENCE

 

Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.

 

FISCAL IMPACT

 

The amendments result in a total annual increase to the general fund of $5,154 and a total annual increase to all funds of $80,551 and will not require any additional appropriations for Fiscal Year 2025.
