RECOMMENDATIONS
 
Staff recommends that the City Council adopt finding of a Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1of the CEQA Guidelines, and award a construction contract to Yarbs Grading and Paving Inc. of Fowler, California in the amount of $425,058 as the lowest responsive and responsible bidder for the North Avenue Overlay between Cedar and Maple Avenues and authorize the Public Works Director or designee to sign a the contract on behalf of the City.
 
EXECUTIVE SUMMARY
 
North Avenue between Cedar and Maple Avenues is in a state of disrepair due to heavy truck traffic in the vicinity. The proposed project will replace the existing deteriorated pavement providing a smooth riding surface for vehicular traffic along North Avenue between Cedar and Maple Avenues.
 
BACKGROUND
 
In 2010 the funds were allocated for the 2014/15 Fiscal Year by the Federal Surface Transportation Program to rehabilitate North Avenue.  The scope of the project is for the replacement of the existing pavement to withstand the heavy truck traffic along North Avenue between Cedar and Maple Avenues.
 
A Notice Inviting Bids was published in the Fresno Business Journal on April 13, 2015, and posted on the City's website and faxed to Fourteen (14) building exchanges. The specifications were distributed to twenty-five (25) prospective bidders.  Four (4) sealed bid proposals were received and opened in a public bid opening on May 5, 2015. Bids ranged from $425,058 to $691,122. Yarbs Grading and Paving Inc. of Fowler, California submitted a bid in the amount of $425,058 and was determined to be the lowest responsive and responsible bidder for the project.  The bids will expire on July 15, 2015.
 
Staff is recommending that the Council award a construction contract to Yarbs Grading and Paving Inc. of Fowler, California in the amount of $425,058 for the North Avenue overlay between Cedar and Maple Avenues as lowest responsive and responsible bidder and also authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
 
ENVIRONMENTAL FINDINGS
 
Staff performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use.  This exemption applies because this project involves the reconstruction of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic.  The purpose of the project is to replace of the pavement and to provide a smooth riding surface for the motorists.  Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
 
LOCAL PREFERENCE
 
The local preference was not implemented based on conditions of the Regional Surface Transportation Program Grant.
 
FISCAL IMPACT
 
The project is located in Council Districts 3, 5 and County of Fresno. The overall cost of the project is $571,763 and is funded by $506,181 in Regional Bid funds and $65,582 in Assembly Bill X.86 Gas Tax funds. The project will not have any impact to the General Fund. Of the overall budget of the project, $425,058 will be used for the construction contract award.
