Approve the Consultant Services Agreement with Kimley-Horn and Associates, Inc. to provide professional engineering design and construction phase services for the Taxilane B3 Rehabilitation Project at Fresno Yosemite International Airport (FAT) for a total amount of $281,064 (Council District 4).

Staff recommends the approval of a Consultant Service Agreement with Kimley-Horn and Associates, Inc. to conduct design and construction phase services for the Taxilane B3 Rehabilitation Project at Fresno Yosemite International Airport (FAT) in the amount of $281,064.
EXECUTIVE SUMMARY
The Airports Department intends to rehabilitate approximately 120,750 square feet of existing asphalt pavement on Taxilane B3 on the East Commercial Apron at the Fresno Yosemite International Airport. The comprehensive scope of work for this agreement includes pre-design coordination, environmental documentation, topographical survey, geotechnical investigation, preparation of design, construction cost estimates, preparation of specifications and bid documents in compliance with Federal Aviation Administration (FAA) grant requirements, engineer’s design report, bidding administration services, preconstruction meeting, and administrative support throughout construction. The total proposed cost is $281,064.
Approval of this design agreement project will enable the Airport to meet the funding timelines, solidify the construction schedule, and rehabilitate critical infrastructure to allow for continued aviation operations.
BACKGROUND
In 2020, the City of Fresno retained a consultant to perform an update to the Airport Pavement Management System (APMS) for Fresno Yosemite International Airport (FAT). The APMS update was finalized in 2021 and included a functional evaluation of the airside pavements (excluding paved shoulders/in-fields) and a structural evaluation of the two runway facilities. The Airport identified areas of priority pavement repairs based on the report findings.
Airports intends to rehabilitate approximately 120,750 square feet of existing asphalt pavement on Taxilane B3 on the East Commercial Apron at the Fresno Yosemite International Airport. The rehabilitation will consist of two (2) separate existing pavement sections in one (1) single area of the Taxilane.
The first pavement section to be rehabilitated is roughly the north half of the taxilane consisting of approximately 56,000 square feet of pavement. This asphalt pavement was built in 2003 and has a nominal asphalt thickness of 5 inches. Based on information from the 2021 Airfield Pavement Management System (APMS) the 2021 PCI of the pavement was measured 23/100 and the observed distresses report include bleeding, L&T cracking, rutting, patching, and weathering.
The second pavement section to be rehabilitated is roughly the south half of the taxilane consisting of approximately 64,000 square feet of pavement. This asphalt pavement was built in 2012 and has a nominal asphalt thickness of 9 inches. Based on information from the 2021 APMS the 2021 PCI of the pavement was measured 71/100 and the observed distresses report include bleeding, depression, L&T cracking, rutting, alligator cracking, and weathering.
The design for the taxilane rehabilitation is anticipated to include the milling of the existing asphalt pavement approximately 3-inches and the placement of a 3-inch asphalt overlay. Localized deep repairs may be necessary to repair rutted areas, alligator cracking, and depressions. In addition to mill and overlay, the feasibility of an asphalt seal coat will also be assessed.
Through a competitive Request for Qualifications (RFQ) process the Airports department invited civil engineering firms to submit Statements of Qualifications for professional civil engineering services for design and preparation of plans and general construction documents for projects at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH). Seven (7) professional consulting firms responded to the RFQ and qualifications were evaluated by a selection committee in accordance with the provisions of the RFQ and FAA regulations. The Department qualified multiple firms under this RFQ, including Kimley-Horn and Associates, Inc. It has been determined by the Department that Kimley-Horn and Associates, Inc. is most qualified to perform the design work for this project.
The agreement utilizes Standard Document FYI-S, pre-approved as to form by the City Attorney’s Office and used without modification as certified by Airports staff.
ENVIRONMENTAL FINDINGS
This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines Section 15378.
LOCAL PREFERENCE
Local preference is not applicable because the agreement is federally funded.
FISCAL IMPACT
Funding for this Project will be through the FAA Airport Infrastructure Grants (AIG) program. There is no impact to the General Fund from this action.
