Staff recommends that the City Council adopt the Third Amendment to the Position Authorization Resolution No. 2015-105, to add two positions to the Facilities Management Division in the Public Works Department.
EXECUTIVE SUMMARY
Public Works Department is requesting that the City Council adopt a resolution approving the addition of two (2) positions to the Facilities Management Division in FY 2016. The recommended resolution will add one Permanent Painter and one Permanent Electrician. Facilities Management has identified the need for the addition of these two positions to help restore services for routine maintenance.

BACKGROUND
Facilities Management is responsible for routine maintenance of close to one hundred City Facilities, both occupied and unoccupied. Facilities Management had two (2) Painters on staff until FY 2010 when, due to citywide budget constraints, the positions were eliminated. This is now our fifth year without a painter on staff. As a result, a great majority of our facilities have not been painted inside or out. Many of our buildings look poorly kept due to old, peeling and faded walls. The addition of this position will allow Facilities to catch up on deferred painting and provide quick, efficient office painting and touch up throughout the City.
Facilities Management had eight (8) Electricians on staff until FY 2010 when, due to citywide budget constraints, four (4) Electrician positions were eliminated. Facilities Management currently has four (4) Permanent Electricians and one (1) Temporary Electrician. The Temporary Electrician position has allowed Facilities to keep up with most routine inspections, preventative maintenance and repairs to critical electrical infrastructure citywide, as well as work on special projects. The addition of this position will allow Facilities to continue to ensure safe and efficient operation of the vast electrical infrastructure citywide, including City Hall, PD Headquarters, the Annex and other field offices; Convention Center, MSC and many PARCS locations. Our number of special, scheduled and unscheduled, projects continues to grow annually and most have an electrical component.
The recommended Resolution amends the Position Authorization Resolution with the addition of two Permanent positions in the Public Works Department to restore routine maintenance of City Facilities.
The City Attorney's Office has reviewed and approved as to form the proposed Third Amendment to PAR No. 2015-105.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify and is therefore exempt from the California Environmental Quality Act requirements.
LOCAL PREFERENCE
Local preference does not apply to the projects included in this report as this is a rebudget item only. Local preference (if applicable) will be considered at the time of contract award.
FISCAL IMPACT
The two new positions will result in increased salary and benefits cost of approximately $150,800 annually. There is no net impact to the General Fund. This fiscal year's costs will be paid for from the current FY 2016 budget where there are sufficient appropriations to support the additional position cost.
