Staff recommends Council approve a professional consultant agreement in the amount of $78,262 with Siegfried Engineering, Inc., a Stockton-based California corporation, for design and engineering services to support the installation of upgraded passenger amenities for future enhanced frequency bus service along Shaw and Cedar Avenues.
EXECUTIVE SUMMARY
The Department of Transportation seeks Council approval to award a professional consulting agreement for design and engineering services to support the installation of upgraded passenger amenities at 64 bus stops along Shaw and Cedar Avenues. The Consultant shall engineer foundations for passenger shelters and identify sidewalk repairs at bus stops located along routes 9 and 38 to support the FAX planned enhanced frequency service. Award of this contract will allow FAX to prepare for the installation of new and modern passenger amenities, improve accessibility, and increase safety at 64 bus stops. This project will contribute to the overall efforts by FAX to improve service.
BACKGROUND
FAX is planning to enhance bus service by increasing service frequencies along the following two major corridors:
• Service to be enhanced on Shaw Avenue corridor between Brawley and Cedar Avenues.
• Service to be enhanced on the Cedar Avenue corridor between Butler and Shaw Avenues.
In addition to enhancing frequencies along these two corridors, FAX seeks to add modernized passenger amenities at 64 locations servicing and intersecting bus routes 9 and 38 along Cedar and Shaw Avenues. Planned passenger amenities may include new bus shelters, security lighting, benches, and trash cans. FAX will purchase these passenger amenities under a separate procurement and will return to Council requesting authorization to enter into a purchase agreement.
In preparation of the installation of the additional passenger shelters, new foundation details must be prepared. The current City standard details for shelter foundations are inadequate to support the planned passenger amenities. Therefore, FAX seeks to hire an engineering consultant to design the appropriate foundations, develop a new City standard foundation detail, identify sidewalk repairs, improve ADA access, and define limits of construction at all 64 locations.
The services of an engineering consultant are necessary to evaluate and design the aforementioned upgrades. Pursuant to the Federal Brooks Act, California Code 4525, Fresno Municipal Code Chapter 4 Article 1, and Administrative Order 6-19, on May 11, 2016, the Department of Transportation sent notifications to 32 vendors requesting engineering qualifications specific to the project scope. The department received two statements of qualifications in response to the solicitation. A three-person review panel determined Siegfried Engineering, Inc., is the most qualified of the proposers based upon overall firm experience, resource capacity and successful completion of similar work.
FAX is utilizing a standardized consultant agreement, and the City Attorney has reviewed the contract and approved it as to form.
ENVIRONMENTAL FINDINGS
This is not a “project” for the purpose of CEQA pursuant to CEQA Guidelines section 15378.
LOCAL PREFERENCE
Local preference was not considered as local firms did not submitted proposals for this project.
FISCAL IMPACT
This project has no fiscal impact to the General Fund. The project budget is comprised of Federal Transit Administration (FTA) 5307 grant funds and was approved in the FAX FY17 budget.
