Actions pertaining to Job Order Contracting for the Airports Department projects for a term of three years with two one-year optional extensions (Bid File 12600201) (District 4, District 3):
1. Award a Job Order Contracting contract for general engineering with Yarbs Grading & Paving Inc. of Fowler, California in an amount not to exceed $3,000,000 for a period of three years;
2. Award a Job Order Contracting contract for general engineering with Terra West Construction, Inc. of Clovis, California in an amount not to exceed $3,000,000 for a period of three years;
3. Award a Job Order Contracting contract for general building construction with Puma Construction of Fresno, California in an amount not to exceed $3,000,000 for a period of three years;
4. Award a Job Order Contracting contract for general building construction with Ardent General, Inc. of Fresno, California in an amount not to exceed $3,000,000 for a period of three years;
5. Award a Job Order Contracting contract for Heating, Ventilation, Air Conditioning (HVAC) Construction with ACCO Engineered Systems, Inc. of Fresno, California in an amount not to exceed $3,000,000 for a period of three years;
6. Award a Job Order Contracting contract for Heating, Ventilation, Air Conditioning (HVAC) Construction with Strategic Mechanical Inc. of Fresno, California in an amount not to exceed $3,000,000 for a period of three years;
7. Award a Job Order Contracting contract for Electrical Construction with A-C Electric Company of Fresno, California in an amount not to exceed $3,000,000 for a period of three years; and
8. Award a Job Order Contracting contract for Low Voltage Systems with Alpha Omega Data Solutions, Inc. of Los Banos, California in an amount not to exceed $3,000,000 for a period of three years.

RECOMMENDATION
Staff recommends the City Council award eight (8) Job Order Contracting (JOC) contracts for three years not to exceed $3,000,000 each plus two one-year optional extensions not to exceed $1,000,000 per year plus any carry-over amounts from previous terms between the City of Fresno (City) and 1) A-C Electric Company, 2) ACCO Engineered Systems, Inc., 3) Strategic Mechanical Inc., 4) Alpha Omega Data Solutions, Inc., 5) Yarbs Grading & Paving Inc., 6) Terra West Construction, Inc., 7) Puma Construction, and 8) Ardent General, Inc. collectively (Contractors), to provide General Engineering, General Building Construction, Heating, Ventilation, Air Conditioning (HVAC) Construction, Electrical Construction, and Low Voltage Systems Services for Airports capital improvement and maintenance projects, in an amount not to exceed $5,000,000 over the potential 5-year term (3-year base contract and two optional 1-year terms) for each Contract, with no guarantee expressed or implied that the $5,000,000 will be authorized under any of the respective contracts and authorize the Airports Department Interim Director or designee to execute the construction contracts on behalf of the City.
EXECUTIVE SUMMARY
The Airports Department (Airports) Facilities Management Division (FMD), and Capital Projects Department (CPD) have been using the JOC program, as offered by The Gordian Group, successfully since 2014. The JOC Program enables Airports to provide improved responsiveness on building maintenance and construction projects at competitive pricing. The JOC Program administers competitively bid fixed-unit pricing for construction tasks from contractors which can be quickly accessed by Airports to perform needed building repairs, maintenance, alterations, installations and other construction services. All funding necessary for the services of the proposed contracts will be appropriated under the individual capital improvement or maintenance projects for each individual job order.
BACKGROUND
On December 17, 2009, August 20, 2015, September 24, 2020, and again on September 25, 2025 Council approved a contract with The Gordian Group, Inc., that allowed all City Departments to utilize the JOC Program for building maintenance and construction projects. On September 28, 2017, Council approved a JOC Program specifically for FMD, and on September 24, 2020, a second contract was awarded. Airports obtained Council approval for its first JOC Program on September 20, 2018 and is now seeking authorization to continue with another JOC contract to serve both Fresno Yosemite International and Fresno Chandler Executive Airports. Airports annually budgets for building maintenance and renovation projects as well as various unforeseen facility repairs. The JOC Program allows Airports to utilize the successful bidders for timely execution of construction projects with improved quality at competitive rates.
The term of each contract is for an initial period of three years or a maximum of $3,000,000 whichever comes first and includes two one-year and/or $1,000,000 extension options. Under the JOC Program, the minimum job order value is $0 and the maximum individual job order value is $1,000,000 per job order with a possible $5,000,000 maximum overall for the base term and option terms; however, there is no guarantee expressed or implied that the full $5,000,000 will be authorized during any of the five years under any of the respective contracts. The actual total value of job orders accepted by the Airport from any given Contractor will be determined by the Airport with no minimum obligation.
The City’s Project Labor Agreement (PLA) is applicable to projects with an estimate in excess of $1,000,000. The PLA further states this threshold is applied to each job order, rather than to the job order contract aggregate maximum. Under this contract, the maximum individual job order value is $1,000,000 however at the discretion of the City and if deemed to be in the public interest, the maximum individual job order value may be increased beyond $1,000,000. In the event Airports is responsible for a job order estimated in excess of $1,000,000, the PLA will be applicable.
On September 2, 2025, staff released the JOC specifications to Planet Bids. Competitive bids were solicited in the Business Journal, posted on the City’s website, four (4) building exchanges were notified, and technical specifications distributed to 49 prospective bidders via Planet Bids and 106 prospective bidders via outreach by The Gordian Group, Inc.
The bid specifications included an extensive unit price catalog of approximately 120,000 typical construction and maintenance construction tasks, pricing, and associated technical specifications. When submitting a bid on the JOC Program, the Contractors agreed to the unit cost per item in the catalog of construction tasks. The contractors also submitted an adjustment factor for both normal working hours and overtime hours for both federally funded and non-federally funded projects. These adjustment factors are where the contractors’ mobilization, permitting costs, and overhead/profit reside. Each contractor’s proposed scope of services will be determined on a project-by-project basis. This does not commit the City to a definitive course of action for engineering or construction services at this time.
On September 30, 2025, the City received bids from nineteen (19) bidders. Seven (7) bidders were deemed non-responsive. Five (5) of the bids were for the general engineering contracts, seven (7) of the bids were for the general building construction contracts, three (3) of the bids were for the HVAC contracts, two (2) of the bids were for the electrical contracts, and two (2) of the bids were for the low voltage systems contracts. Two each general engineering and general building construction contractors, two HVAC contractors, and one each electrical, and low-voltage contractors were selected based on the lowest adjustment factors bid for each trade as specified in the bid documents.

The City Attorney’s Office has reviewed and approved the contracts as to form.
ENVIRONMENTAL FINDINGS
This is not a project as defined by the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines § 15378. There are no CEQA implications at this time, this action is the opportunity to perform potential capital improvement and maintenance projects that may be approved. Project specific CEQA analysis will be performed on each individual project’s job order.
LOCAL PREFERENCE
Local preference was not implemented for this contractor selection process due to federal funding sources that will be attributed to projects under the contracts.
FISCAL IMPACT
This Agreement will be funded through appropriations for specific projects and budgeted maintenance activities, which were included in the adopted annual budget. There is no impact to the General Fund from this action.
