RECOMMENDATION

 

Staff recommends the approval of an agreement with O’Dell Engineering in the amount of $249,400 plus a contingency amount not to exceed $15,000 for the design and preparation of construction documents for the South Tower Park Project; and the conceptual design of the San Pablo/HWY 180 Park Renovations and the Ted C. Wills Soccer Fields Projects, and authorize the Public Works Director or designee to execute the Agreement on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The South Tower Park Project is located on the southeast corner of East Elizabeth Street and North Broadway Street in central Fresno.  The proposed site is currently a vacant lot previously occupied by one of the Police Department’s Evidence Storage Facilities.  The San Pablo/HWY 180 Park is located at the intersection of San Pablo Avenue and Belmont Avenue under the HWY 180 and currently has a tot lot with engineered wood fiber fall surface and meandering paths.  Ted C. Wills is located on San Pablo Avenue just north of E. Thomas Avenue, the east boundary of Ted C. Wills currently houses portable classrooms for the Big Picture Elementary School where the desired soccer fields are to be located. Staff recommends hiring O’Dell Engineering to develop plans and bid documents for a neighborhood park at the South Tower Park location and develop schematic layout plans for the San Pablo/HWY 180 Renovation and Ted C. Wills Soccer Fields.

 

BACKGROUND

 

The proposed South Tower Park site is located on the southeast corner of East Elizabeth Street and North Broadway Street.  The size of the park is approximately 29,000 square feet including the sidewalk and park strips. 

 

Council District 3 along with the Parks, After School Recreation and Community Services (PARCS) Department wish to develop plans and bid documents for the creation of a neighborhood park at the South Tower Park location.  The Council District also wishes to engage the communities of the San Pablo/HWY 180 Park and the Ted C. Wills Park to develop conceptual plans for the renovation of the San Pablo/HWY 180 Park and the addition of soccer fields to the Ted C. Wills Park in the location currently occupied by Big Picture Elementary School portable classrooms.

 

The South Tower Park project will include landscape, irrigation, park furnishings and pathways.

 

On May 4, 2021, staff published a Request for Qualifications inviting consultants to submit for services on an “as-needed” or “on call” basis for PARCS Projects.  O’Dell Engineering was selected as an “as needed” or “on call” Landscape Architectural Firm.

 

Staff recommends that the City Council approve the agreement with O’Dell Engineering of Fresno, California in the amount of $249,400 plus a contingency of $15,000 for the design of plans, cost estimates, general construction documents, bidding assistance and contract administration for the South Tower Park Project; and for the development of conceptual plans for the renovation of the San Pablo/HWY 180 Park and the addition of soccer fields to the Ted C. Wills Park, and allow the Public Works Director or designee to sign on behalf of the City.  This agreement has been approved as to form by the City Attorney’s Office.                     

 

ENVIRONMENTAL FINDINGS

 

This is not a project as defined by the California Environmental Quality Act (CEQA), pursuant to CEQA guidelines § 15378.

 

LOCAL PREFERENCE

 

Local preference was not implemented.  O’Dell Engineering has an office within Fresno, CA.                     

 

FISCAL IMPACT

 

This Agreement is funded in the amount of $250,000 from the General Fund as presented in the PARCS Department FY22 Budget for the design and preparation of construction documents for the South Tower Park Project and the conceptual design of the San Pablo/HWY 180 Park Renovations and the Ted C. Wills Soccer Fields Projects. The South Tower Project has additional funding in Measure P in the amount of $1,750,000 to take the project through construction.
